Not attaining is because the Buddhas do not appear to bless the accomplishment of siddhis, and the reason for that is also because it is outside the Dharma. Thinking of such a Dharma, it is just speaking of that very Dharmata itself. Although some lower faculties who are immersed in mantra become accustomed to the union of bliss and emptiness through the means of practice, even the great worldly siddhis cannot be accomplished, and the lower siddhis cannot be quickly accomplished, because the realization of the Buddhas' blessing has not arisen. Such a realization of the inseparability of bliss and emptiness, its meaning is to say that it is outside the Dharma. "Not cherishing with loving eyes" means not cherishing much. It means that it is not that they do not consider with great compassion, but that they do not face the practitioners to bless the accomplishment of siddhis. In this way, for those who are extremely immersed in mantra, the Tathagatas turn their backs on them, as previously stated, Vajradhara saw this, and in order to guide those who desire siddhis, the Tathagatas, the method of cherishing with loving eyes, how the Blessed One In order to show what was done, therefore, "because of this" and so on were spoken. Why do the Tathagatas not look at the practitioners who experience supreme bliss by enjoying sensual pleasures and so on? Therefore, in order for the Tathagatas to look at those noble beings with loving eyes, the Tathagatas appear before those noble practitioners, and in order to bless the accomplishment of siddhis and generate faith, they spoke what is said below. What is that? They spoke "Tathagata" and so on, the body, speech, and mind of all the Tathagatas, all the mantras that have become the Vajra secret, are the gods of secret mantras such as snakes. The essence of those is, with which mantra can the life of the gods be correctly urged and completely awakened, that is the essence of all mantras, called "universally urging", this is extremely secret, for those who are not vessels
