Thus, the Tathagatas are those who have appeared in the three times. Mantra is what is recited, what is whispered by the masters, that is mantra. The place where mantra is recited is the practice of mantra. Leading to that practice and attaining it, therefore it is its discipline. The word 'discipline' also has seven meanings, namely: mandala, assembly, hearth, torma gathering, order, and suchness. First, in the practice of mantra, in order to be empowered, drawing the mandala and bestowing empowerment. Second, the ritual of the tsok khor performed on other occasions. Third, the two stages of gradually meditating after becoming a vessel for the tantra. Fourth, the four different lineages. Fifth, by making fire offerings separately to the hearths of all activities, the faults of recitation are purified. It is able to generate power and accomplish siddhis. Sixth, the tormas of mundane and supramundane that are needed at those times. Seventh, explaining the arrangement of male and female yogis with vows gathering together. The reality of all dharmas, which is suchness, these seven manifestations. This is said to be the discipline of secret mantra practice. It is called the dharma of discipline, where the Sanskrit word for dharma is धर्म (dharma, holding), which means to hold. Here, it is said that the basis of discipline and dharma are the same, referring to the seventh discipline itself. That is, mainly abiding in the samadhi of the completion stage. Because it holds it, it is called dharma. Such Tathagatas, the discipline of mantra practice transmitted from one to another, through Patshab (translator's name), arose from the dharma of the discipline of mantra practice. It is like translating it as 'maturing and becoming external'. The completion of dharma is the manifestation outwards. According to grammar, it should be 'arising from dharma', but dharma refers to the holy words, the teachings of the Buddha. So do not focus on the sound, but understand its meaning. Here, it is necessary to stimulate the essence, therefore, after the single-mindedness has reached its culmination, even if one learns the three practices, if one does not attain siddhis, it is because the Buddhas have not manifested, and have not blessed the accomplishment of siddhis. The reason for this is also from the dharma out.

has become a place of play. The Dharma that is thought to be so, in its very nature, is explained as: Some inferior beings who are devoted to mantras, even if they are accustomed to the union of bliss and emptiness through the practice of sexual activity, even the great worldly accomplishments can be achieved, and the lesser ones can be quickly achieved, because the Buddhas have not blessed the arising of realization. Therefore, it is outside of such a Dharma of indivisible bliss and emptiness. The so-called "not living by compassion" means not cherishing it much. This does not mean that it is not considered with great compassion, but that it does not manifestly turn towards the practitioner, and therefore does not bless the accomplishment of the siddhi. Therefore, for those who are extremely devoted to mantras, the Tathagatas turn their backs, as mentioned earlier, Vajradhara saw this and, in order to take care of those who desire siddhis, the Tathagatas. The means of living by compassion. How did the Blessed One show it? In order to explain this, these words were collected, that is, "therefore." Because the Tathagatas, who experience the bliss of supreme joy through enjoying desirable qualities and so on, do not look upon the practitioners. Therefore, in order for the Tathagatas to look upon those noble beings with compassion, the Tathagatas manifest themselves to those noble practitioners, in order to generate faith by blessing the accomplishment of the siddhis, therefore, this following passage was spoken. What is it? That is, "Tathagata" and so on were spoken. All the body, speech, and mind of all the Tathagatas, transformed into the vajra secret mantras, are the gods of secret mantras such as snakes. The essence of those gods, that is, with what mantra can the life of the gods be truly awakened and completely awakened, that is the essence of all mantras, called "universal stimulation," which is extremely secret, and should be extremely hidden from those who are not vessels. All the Tathagatas are those of the lineage of delusion. The body, speech, and mind of those Tathagatas
