It is not enough to determine by merely observing, and it is not necessary to only observe these things. Secondly, there are two types of teachers to be examined: those who focus on mantra are the teachers of the generation stage, and those who focus on meditation are the teachers of the completion stage. As Nagarjuna said: The Tathagata spoke of two kinds of teachers in the Vajrayana, one who mainly practices mantra, and one who focuses on meditation. Thus they are distinguished, and their characteristics are: The mantra speaker abides in yoga, wholeheartedly focusing on the deity, and from that obtains signs of realization, and should draw the colored powder mandala. The yogi who abides in the way of mantra, united with non-dual wisdom, with an illusory body, draws an illusory wheel. Thus it is said. Mainly practicing mantra does not mean not valuing meditation, but it means wholeheartedly engaging in deity yoga and obtaining signs of purification of mind. The two, mainly practicing mantra and meditation, do not enter different paths, but the order of stabilizing the generation stage through the four sessions of yoga and then entering the completion stage is certain, because this is the noble view of the holy father and sons. Therefore, the initiation teacher of the generation stage needs to mainly practice deity yoga in the four sessions and recite mantras, so they are called mainly practicing mantra. And the initiation of the completion stage teacher does not need to be like the former, it is enough to focus on non-dual wisdom union and illusory body meditation, so they are called focusing on meditation, but not just any meditation will do. If it is the initiation of the completion stage teacher, then all the characteristics required of the generation stage teacher must be fully possessed, and with additional qualities, which is very rare. Even if not, the generation stage teacher can also be the one who possesses all the characteristics of the initiation teacher, so here we introduce the method of observing them. Their characteristics, as stated in the forty-fourth chapter of the Vajra Garland: Skilled in peaceful and other activities, knowing the rituals of mantra and yoga, such a person is praised as a true teacher, pure in discipline and generous in giving.

Possessing the excellence of patience and diligence, lax in meditation day and night, endowed with wisdom and skilled in crafts, accumulating merits for the sake of the guru, is called a glorious teacher. Inwardly delighting in the secret union, outwardly practicing the conduct of a Shravaka. With such a sequence of instructions, he teaches the disciples, and is fully known as a teacher. Thus, it is said that he is complete with the six perfections, such as pure morality, and guides disciples by cultivating the path of unsurpassed yoga, represented by the inner union, and by engaging in external conduct in accordance with individual liberation. Furthermore, it is said that he knows the ten things, etc. If the complete characteristics mentioned in the tantras are not found, then one should abandon those with equal faults and merits or those with more faults, and rely on those with more merits. As it is said in the Essence of Reality Tantra: "Due to the power of strife, the guru's faults and merits are mixed. There is no one who is without sin in any way. Whichever one has more merits, having examined well, the sons should rely on him." Thus it is said. The indispensable characteristics are, as the Tibetan scholars say, that one must have fully received empowerment and abide in vows and samayas, know the ten things by seeing the practice of the guru's lineage, and be skilled in the rituals of empowerment, and have been granted or not prohibited by the deity through prior practice, that is, one must possess these three qualities. Thus it is said, and thus it should be. For those who abide in the mantra vows, it is important that they do not have root downfalls. As it is said in the eighth chapter of the Guhya Tantra: "Completely destroying the root downfalls, giving happiness to the worlds through the excellent union of mantras and tantras, such a guru should be truly relied upon." Thus, it is said that the characteristic of a teacher is to be free from root downfalls. It is also said in the eighteenth chapter of the Source of Vows: "Completely abandon the root downfalls, completely abandon the gross downfalls." Thus, it is said in the vows given to the disciples, so it is even more necessary for the giver to possess them. Regarding the characteristics of the disciples to be examined, in the first section of the Compendium itself, it is said: "When introducing into this great mandala, one should not examine whether they are vessels or not." Thus, introducing into the mandala and, giving empowerment to those who enter, both.
