That is because (the guru) said that in order for you to attain Buddhahood as well, you should diligently engage in mantra. Then, someone might think: Didn't I already express my wish for the path of mantra and pray with the words "I seek"? Why is it said here that "you should diligently engage in mantra"? There is no fault, because I will do as you have requested, and you should strengthen your faith, not let your mind wander from this path, but adhere to it. Therefore, it is said in the Garland Treatise that this is to make you hold it correctly. Thirdly, here Lavapa, Shantipa, Abhaya, Ratnarakshita, Tagpa Dorje, and Vibhuti performed the two vows of common vows and Acharya vows, and the nature of those two is: Shantipa said: "For the vows that are not practiced as Acharya, that giving is common, just taking refuge and generating Bodhicitta, that is its characteristic, which has been said before. For what is given to be practiced as Acharya, that is the Acharya's vows, which are included in the five families." Thus, the generation of Bodhicitta with refuge as the precursor is a common vow, and the vows based on the five initiations are the Acharya's vows or uncommon vows, as stated in the Garland Treatise and the commentary on the Origin of Vows. The word "just" in "just generating Bodhicitta" does not mean that it cuts off the behavior of vows included in the five families, but only shows the simple generation of Bodhicitta. Common and uncommon are what Don Yod Zhabs said, from then on, the action tantras and the common vows, and the fourteen root downfalls and six coarse sins of the unsurpassed Yoga Tantra, etc., should also be measured. As it is said, all four classes of tantras are common, so they are common vows. Abandoning the vows of abandoning the fourteen root downfalls, etc., is said to be of Anuttara Yoga, and should not be established only on that, but should be established on both Yoga Tantra, because holding the vows by holding the vows of the five families is also said in Yoga Tantra. If Yoga Tantra does not recognize the precepts of the fourteen root downfalls, then it contradicts what is said in the Crown Tantra: "The ten and four others besides that are root downfalls, which have been well explained." Therefore,

The precepts of the Vajra Master are those of both Yoga and Anuttarayoga, but are distinct from Kriya. Furthermore, the empowerment of the disciple is a common empowerment because it is conferred upon both those who have taken the vows of the five families and those who have not. The empowerment of the Vajra Master is called an uncommon empowerment because it is conferred only upon those who have taken the vows of the five families. As it is said, the first precept is common because it must be held regardless of whether one requests the empowerment of the Vajra Master or the disciple. The second is uncommon because it is given only to those who request the empowerment of the Vajra Master. Also, the first precept is common to both the Mantrayana and Paramitayana because it is the Bodhisattva vow. The second is only for Vajrayana practitioners, and is therefore also called uncommon. Thus, there are three ways of establishing commonality and uncommonality. The ritual for bestowing the two precepts is that the six Vajra Masters perform it with the four lines beginning with "I take refuge in the Three Jewels," and the ritual for taking the vows of the five families. Therefore, one is made to recite "I take refuge in the Three Jewels, I confess all sins separately, I rejoice in the virtue of beings, I grasp enlightenment with my mind" three times, and then the precepts are bestowed. This ritual is taught in the second chapter of the Mayajala and the twelfth chapter of the Gurutantra. Now, if the meaning of the first three lines is refuge, confession, and rejoicing, and therefore it is not a ritual for precepts, and if the holding of precepts is not clear in the fourth line, then how can it be a ritual for precepts? It is true that the fourth line, as it appears in the texts of Sgeg Dor and Shantipa, is "Generate the mind for Buddhahood." Thus, generating the mind is holding, and merely holding the aspiring mind is not sufficient for precepts, so it is holding the entering mind. Holding precepts in such a short statement is done for those of extremely sharp faculties. As it says in the Ornament of the Sage's Intent, "I go for refuge to the Buddha, Dharma, and Supreme Assembly, until enlightenment." Therefore, relying on the refuge of the Rupakaya, Dharmakaya, and the Sangha of non-returning Bodhisattvas, one becomes a perfectly complete Buddha, liberating all this world from suffering and establishing them in the state of a perfectly complete Buddha.
