If one spends the night in the same room with a woman who is not a renunciate, without a valid reason to dispel the doubt of not committing the first defeat, it is not appropriate. Those who have left without confessing their offenses against the monastic rules will be banned from returning to this monastery. If someone becomes ill, the disciplinarian of the area where the illness occurs should investigate. If the sick person has the means to pay for treatment, that is best. If not, if the Sangha has communal property, it should be provided from that. If even that is not available, then one should act as it is said in the scriptures, even by making prayers to the Buddha statue. After the illness is cured, if one has the means, the property used for offerings to the Three Jewels should be repaid. Whatever the situation, the Sangha members belonging to that area should gather and strive to provide as much help as is appropriate. It is forbidden to distract from other areas except for those who provide help in emergencies. The general disciplinarian of the Sangha, the stewards, and the disciplinarians of each area, etc., all those who are in charge of public affairs, if they act contrary to the monastic rules, will be expelled from the monastery. If someone interferes without being authorized, they must confess the fault and ask for forgiveness for violating the rules in the middle of the Sangha. One should not give untimely food to renunciates, nor should one give intoxicating drinks to laypeople or others, nor should one give money to buy these drinks. In the case of repentance, if one has committed offenses such as concealing a root downfall, it is not permissible to be re-ordained. Apart from these, for other offenses that fall within the scope of the Great Discipline, the abbot and disciplinarian of the Sangha, etc., should consult and repent according to their instructions. If one does not repent, one must bear the corresponding punishment. If someone wants to take higher vows in this monastery, they must be proficient in the Great Discipline, practice the Stages of the Path, have generated Bodhicitta through ritual and studied the relevant teachings, have completed the teachings of the Discipline Chapter, and have a general understanding of the other five perfections of the Stages of the Path and the teachings of the Four Ways of Gathering. Only then can the Bodhisattva vows be given. In addition to these, one must also master the vows of the Fifty Verses on the Guru, and be able to learn to protect the root and coarse downfalls.

If one listens to the extensive teachings on the generation and completion stages and the extensive texts on mantra, then one should either newly take the vows or restore those that have been lost, thereby grasping the boundaries of protection for the root and branches. If there is no opportunity to reside in this monastery for a long time, and therefore one has not studied the stages of the path or entered the great monastic college, but if someone truly seeks the higher vows and understands their precepts, and is a person who brings great benefit to the propagation of the teachings, then they should be examined and given the vows. During the two intervals of summer and winter, one should primarily engage in the practice of mind training on the common and uncommon stages of the path, that is, the wheel of meditative concentration. During the seasons of autumn and spring, one should diligently engage in the wheel of reading, listening, and contemplating the tantras and the Prajnaparamita texts, in accordance with one's intelligence. At all times, one should maintain the mind of discipline in six sessions for all the precepts that one has vowed to uphold, and in all conduct, one should strive to engage in actions that do not contradict the practice of the three vows, that is, the wheel of action. Due to the influence of place and time, the monastic rules may vary in many ways, with more or fewer stipulations. These uncertain matters should be handled according to the small rule book that is available separately. In the past, the holy beings who cherished the precious teachings greatly, those who understood the essence of the teachings, gradually established the monastic rules, thereby propagating the precious teachings. In this present time, when these excellent traditions have greatly declined due to the influence of the times, with the thought that it would be wonderful if the precious teachings of the Buddha, the great treasure of benefit and happiness for all beings, could spread and flourish in all directions from all aspects and remain for a long time, this charter has been created with this motivation. According to this charter, in order to establish the foundation of the precious teachings, whether those who are originally residing here or those who suddenly come from abroad, all should possess a firm determination to guard the vows, compassion for sentient beings, respect for the Buddhas, Bodhisattvas, and disciples, cherishing the precious teachings, and those who strive to prevent the teachings from becoming one-sided and to prevent the excellent tradition of fully possessing the essence of the Buddhas' intentions from declining, should bear a very great responsibility themselves.
