May all beings be liberated from great fear! I prostrate to the feet of all Victorious Ones, together with their sons and disciples, residing in the ten directions! You are the sole source of immeasurable virtues, The sacred Dharma empowers all royal governance, Shining brightly amidst a thousand noble sons, I bow to you, the king who turns the wheel of Dharma! May you gaze with your immaculate eyes, And establish laws that well govern your retinue, May the assembly of noble ones reverently accept with their heads, Following that pure code, For the sake of the long-lasting existence of the Sage's teachings, I will now mention some aspects of the Dharma's code, May it be accomplished as wished in my heart, May the great Sages bestow their grace! As it is said in "Engaging in Bodhisattva Behavior": The sole medicine for the suffering of beings, The source of all happiness, May the teachings be enriched and respected, And may they endure for a long time! As it is said, the medicine that eliminates all the suffering of sentient beings, and the sole source of all happiness, is none other than the teachings of the Victorious One. And these teachings are divided into two, of which all the teachings of scripture are definitely contained within the three baskets, so the teachings of practice are also definitely contained within the three trainings. Among these three trainings, the training in discipline is the basis for the arising, abiding, and increasing of the other two trainings, and it has been taught many times that this is the case, so here, mainly starting from the training in discipline, in order to purify the conduct of those of us who live in the monastic community, I will mention some of the laws that should be established. In the case of obtaining what has not been obtained, those who come for the sake of ordination, if they have not reported to all the Sangha who should be reported to, and those who have obstacles to birth, and those who have reasons to be expelled, if they have not been expelled for seven days, and those who do not have two Dharma robes, a begging bowl, a cushion, and a water strainer, and even after ordination, if they do not rely on a monk who is worthy of being a teacher, and if they do not understand the meaning of the words of the precepts, including what to take and what to abandon, Until they understand the root vows, they should not be ordained. It is decided to grant full ordination to those who are free from obstacles and possess all the signs, who fully understand all the precepts of the Pratimoksha vows and the rough meanings of the fundamental principles, and who have grasped the boundaries of protection, whether they existed before or not, and if they remain in a state of possessing these. Regarding the aspect of protecting without decline: Those novices who wish to reside in this monastery and uphold the teachings of the great three vows, and those monks who wish to reside in this monastery for up to one year, should rely on a suitable preceptor. At the very least, they should grasp the precepts contained in the Pratimoksha vows and the rough meanings of the fundamental principles, and learn by determining the boundaries of protection, and up to two Dharma sessions, they should act in accordance with those who have done so before. It is decided that these individuals must have suitable and qualified upper garments, lower garments, cushions, and alms bowls, and if they are monks, they must have suitable and qualified sanghati robes. If they did not have them before, it is decided that they must have them by one Dharma session. When the disciplinarian examines whether or not the boundaries of protection have been grasped, if any violations of these occur, the offenses should be corrected according to the Dharma. If it is a monk, he should confess what happened in the midst of the Sangha gathered for the bi-weekly monastic assembly, perform a hundred prostrations, and ask the Sangha for forgiveness for breaking the Sangha's command. If it is a novice, it is decided that he should do the same in the midst of both assemblies. If there is a public offering of the three Dharma robes and alms bowls to those who are four years old or younger, the disciplinarian should examine whether or not these items belonging to the great monastic discipline are missing, and according to seniority, examine whether or not they have the ability to obtain these items and give them. If there is an offering of materials suitable for making silk, cotton, wool, sanghati robes, and large pieces of cloth to those who are ten years old or older, it is decided that they should not be distributed, but rather, as before, they should be given by those who reside in the great monastic discipline. Those precepts that were previously mentioned, the vows that should be kept should be kept, the sins that should be confessed should be confessed, and the objects that should be blessed should be blessed. Except for monks who have strictly observed the boundaries of protection, in this monastery, the ordination of novices, the full ordination of monks, and the atonement of downfalls that require confession to the Sangha are all objects of repentance.
