Thereafter, gradually as the power of wisdom declines, those kings who bear the burden of governing the kingdom, following each of the treatises on law, are told how the lords of the land should act. Those treatises on law composed by true and seeming sages, contain both valid and contrary elements. Therefore, one should rely on the sacred treatises on law. When distinguishing between good and bad, the mind becomes confused. Those evil royal families who govern their own countries with mere partiality are not fit vessels for instructions. Therefore, how would the wise impart good counsel to them? Those with the wisdom to discern lineage and non-lineage should learn from the example of the virtuous former rulers of the land. You, the lord of the land who holds base thoughts towards the sacred protector, are the object of instruction. Therefore, I, a practitioner dwelling in the land of snows, practicing properly, following the holy ones, and desiring to please the Buddhas, make this request. Whatever the principal ones do, the subjects also mostly do the same. Seeing this situation, for the sake of governing the people, I offer this gift that comes from the words of the Buddha. In the previous letter, I also briefly stated the reasons. However, this time you expressed your desire to meet, and with humility encouraged me to work for my own and others' benefit, this reply is in response to that letter with good content and beautiful wording. Although I am not unwilling to meet again, for the time being I cannot put down the burden of my vow not to enter towns, which is a very heavy burden. Even though you may already understand in your heart, just as a palace plastered with lime becomes very white when illuminated by moonlight, I would still like to state some of the special features of the teachings that come from the Buddha's words and what follows from them. In the future, I pray with the aspiration to achieve the desired state: May the king govern the country with the ten virtues, without any signs of obstacles, and may all aspects of Dharma, politics, and wealth shine together like the waxing moon. May these beings also experience countless sufferings, abandon misdeeds, take the path of virtue, and strive to follow noble and sacred conduct, thereby attaining the perfect age.

May it be prosperous and complete in due time! May all beings possess loving hearts! May even the name of fighting and strife be absent! May there always be health and happiness! May days and nights pass by engaging in virtue! At the end of life, may the Victorious One, Amitabha (Infinite Light)! Be seen together with his retinue, and immediately! May the words of guidance be received, saying, "Son, come hither to Sukhavati (the Land of Bliss)!" Thus, this letter of greeting to the great and powerful lord Drakpa Gyaltsen Pal Zangpo (Glorious Banner of Fame), widely known, is offered by the greatly learned monk Shar Tsongkhapa Lobsang Drakpai Pal (Glorious Fame of Good Intellect). From the divine abode of the glacial king Öde Gungyal (Mount Öde Gungyal) amidst the snowy lands, the divine dais, otherwise known as Nampar Gyalwai Ling (Island of Complete Victory), it is offered. Oṃ, may there be auspiciousness! By merely remembering, may the protector who grants all goodness as it is, the infallible refuge, Manjushri, who is the father of limitless victors, protect you in every way! Because of great familiarity with good deeds in the past, you are well-born into an accomplished lineage in this present time, and because of unremitting diligence in the supreme vehicle, days and nights pass with fruitful results. Although you reside in a position of greatness, you are exceedingly adorned by the splendor of humility, and therefore, with respect, you pay homage to the virtuous friends. This letter, composed by the one with the name of goodness, is a poem whose words and meanings are good, and two kinds of drinks that bestow the bliss of wonderful taste and touch, as well as clothes for distribution, and various forms of dyes and medicines, and drinks suitable for good fields, etc., all initiated with immaculate intention, are well delivered here by the dispatched messenger. As you wish, we will act accordingly. The prosperity of beings in this degenerate age is extremely meager, and the roots of the evil black forces are growing, so they seek opportunities day by day. Therefore, it is appropriate to exert great effort. Obtaining a good basis (human body), encountering the teachings, and meeting a supreme virtuous friend are extremely rare, and the glory of youth is also very fleeting. Remembering this again and again is the crucial instruction. In order to accomplish the goodness of this life and the next as desired, hold the Three Jewels and the Guru as the crown ornament, because it is the supreme skillful means of all the Bodhisattvas, therefore, whatever virtue you do
