何故耶?犹如毁坏律制。彼亦于彼处作法事之时,未制立者名之为毁坏,是因允许是本然允许之故。然仅以毁坏不能摧毁,否则于自他将成过失故。如是说者,谓一切遮止皆是本然遮止,一切允许皆是本然允许之规矩。第三有二,以具自及他之障碍因缘故,无有堕罪。第一有二,以具主要及非主要之障碍故,无有堕罪。第一有三,以于戒律之、净行律仪之、生命之障碍之义故,无有堕罪。彼等之义中,无有堕罪之理者,除酒以外之一切制立,为舍弃生命之障碍故而允许。于《琐事》中云: “除酒以外之一切制立,应救护病人。”以理亦然,以于一切制立中,舍弃彼(生命之障碍)需要更大故。非不定也,以需观待遮止一切制立故。于戒律之障碍之义中,亦将成要点,以彼之障碍较生命之障碍更大故,如无滤水器而行之生起之边际。净行之律仪之障碍者,乃于五道随一中生起之障碍,为舍弃彼故,亦将成允许,以清净戒律之事即为彼之义故,谓获得阿罗汉时,作已出家之事业之声宣说故,如是先前诸师说。然于病人不许人肉之义,应考察之。第一有二,实义与随之而生者。第一有二,彼之自性与成无堕罪之理。第一者,若仅守持制立,则将生起与罪恶相关之他胜乃至应呵责,若放逸彼等,则彼等不生。第二者,于自他之堕罪应呵责之境中,除酒以外之一切制立,乃至他胜以下亦允许,如前所说之教证与理亦然,以一切制立之所依,皆为以直接与间接之 门径,为自他舍弃之义而制立故。如是亦有竹林之说。以譬喻说明。

Why is it like breaking the law? It is named as breaking when it is not stipulated at the time of performing rituals in that place, because permission is naturally permission. However, merely breaking it cannot destroy it, otherwise it would be a fault for oneself and others. As it is said, all prohibitions are naturally prohibitions, and all permissions come from the rule of naturally allowing. The third has two: there is no transgression because of the obstacles of oneself and others. The first has two: there is no transgression because of the obstacles of the main and non-main. The first has three: there is no transgression for the sake of obstacles to morality, monastic discipline, and life. The reason why there is no transgression in the meaning of these is that all the stipulations except alcohol are allowed in order to abandon the obstacles to life. In the Miscellaneous Matters, it is said: "All stipulations except alcohol should protect the sick." It is also reasonable, because it is more necessary to abandon it (the obstacle to life) than all stipulations. It is not uncertain, because it needs to wait for the prohibition of all stipulations. In the meaning of the obstacle of morality, it will also become a key point, because its obstacle is greater than the obstacle of life, like the edge of going without a water filter. The obstacle of monastic discipline is the obstacle of arising in any of the five paths, and it will also become permissible in order to abandon it, because the matter of purifying morality is for its meaning, because when the Arhat is attained, the sound of having done the work of ordination is proclaimed, as the previous teachers said. However, the meaning of not allowing human flesh to the sick should be examined. The first has two: the real meaning and what arises from it. The first has two: its nature and the reason for becoming non-transgressing. The first is: if only stipulations are kept, then defeats related to sins will arise, up to what should be blamed, and if they are relaxed, then they will not arise. The second is: in the face of transgressions of oneself and others that should be blamed, all stipulations except alcohol, even defeats and below, are allowed, as the scriptures and reasons mentioned earlier also stipulate that all the bases of stipulations are for the sake of abandoning oneself and others through direct and indirect paths. Then, obvious buying and selling should be avoided, just as the transgressions spoken of for the purpose of purifying the stream of greed. This is not just being without fault, but one will fall if it is not done. For example, if this is not done, the debt will not circulate, and thus it will lead to the downfall of not giving and taking, thus becoming an obstacle to the precepts. Through buying and selling that does not involve deception, gaining profit by combining location and time, thereby circulating the debt, therefore it is necessary to avoid the obstacles of the precepts. Or, although there are strict rituals, there is the fault of being lax. For example, in this case, both are overwhelmed by huge prohibitions, and in order to protect both, the smaller prohibitions are overwhelmed by the great necessity of avoiding obstacles, so allowing the smaller is innocent. And the downfall of not giving and taking, because it is protected, there is no fault. Avoiding both faults is the best method, and abandoning this method, in order to protect the worst method, that is, the matter of smaller prohibitions. Likewise, it should be known to all, because the reasons are the same. The second view is: Some say that when measuring oneself and others, the smaller is allowed, because confession is enough. But this is unreasonable, because the permission that is essentially related to sin is contradictory. There is also no fault of not being able to accomplish, because this fault ultimately harms life, and for this purpose, it is said that life can be sacrificed. Not considering life, it is not for oneself or others, but for the sake of purifying the precepts, the bodhisattva will engage, and if not considering, one will not engage. If there is no permission for oneself or others, then the Vinaya-vibhaga says that madness etc. are without downfall, is this contradictory? That is because there is no fault of falling away from the intention of being able to accomplish what is prescribed. For those who think that because it is not the basis of what is prescribed, there is no term of permission, in order to answer the uncertain statement that allowing the patient to eat food in the afternoon, saying whether the prescriptions of the five groups exist or not, I think it is unreasonable. The argument is also unreasonable, because if it is allowed, there is no need to confess. When measuring the prescribed lightness and weight, there is no necessity to allow the smaller.
