The object of unfounded accusation is: not novices, etc., but monks, not only those who possess pure discipline, but also those who have fallen. If it is one's own side, then the monk's vows can be restored; if it is the other side, then it is said to be fourfold: possessing purity, possessing three terms, possessing the last body, and being different from oneself. The object with which one accuses is: particularly engaging in actions that lead to defeat, such as impure conduct, and having none of the three bases, these are two. The object to be understood possesses five terms, possesses an ordinary body, and is different from oneself, these are three. The source of becoming a remainder offense by accusing the impure is: In the Vinaya-vibhaṅga, it is said that if one accuses an impure person, it becomes eleven bases of offenses and six bases of non-offenses. The eleven are: transforming the three bases of seeing, hearing, and doubting, which do not exist, into perceiving them as existing, these are three; and transforming the forgetting of the existing three bases into perceiving them as existing, these are three, making six. Saying "I saw" when believing or not believing what is heard is the second; saying "I saw" when doubting or not doubting what is heard is the fourth; and saying "I saw" when doubting is the fifth. It is also said in the inquiries: If a monk himself says he engages in impure conduct, and the other three accuse him without basis, it is said to be a remainder offense. The "here" mentioned here refers to those who acknowledge names and views, belonging to the category of one's own side. This is specifically excluded. Therefore, accusing those with names and views belonging to the other side is also a remainder offense. The Vinaya-vibhaṅga says: If one proclaims it, there is no offense. There is also no offense for all those who have drawings on their faces, if one thinks, "Just as I know, so does the whole world know." This indicates that the object of accusation must be suppressed. The "here" mentioned here refers to those who acknowledge names and views, belonging to the category of one's own side. This is specifically excluded. Therefore, accusing those with names and views belonging to the other side is also a remainder offense. Then, how does one know that it is restorable, equal, and belonging to one's own side? The Ṭīkā says: Accusing those who have fallen will also completely become a transgression. Therefore, accusing both those who acknowledge and those who do not

Therefore, the offense is extremely serious and completely fulfilled, because there is no defeat. It is said that to understand this, one should investigate. The reason for the decline is that it is due to the intention of wanting to abandon the monastic life, not because of anger, arrogance, or accident. The complete purification of offenses is: if one is accused of defeat, remaining offenses, other offenses, or minor offenses, the remaining offenses, major offenses, and minor offenses will become small offenses. Even with doubt, hesitation is similar to conception. What is seen is not based on other things heard or doubt, and the other two are the same. Therefore, even if there is another basis, if the basis for causing downfall is lacking, then it is a remaining offense. The eleven bases that previously led to downfall are the source of these last five situations here. Even if four or three occur, but it is not forgotten, so transforming the concept of it and saying it, saying it is a remaining offense. That is to say, forgetting is blaming the state of decline of two knowledges, which is the source of becoming a remaining offense. The truth of the matter is that these two are what need to be proven. That is, if one does the first act of defeat and says, "I saw it, I heard it," even if there is a basis for seeing, but there is no basis for hearing, it becomes a remaining offense. From seeing to forgetting, if one transforms the concept and says, "I saw it," then these two that are said to be remaining offenses are the source of impurity. If one transforms the concept, even if there is the truth of the matter, it becomes false. If one does not transform it, even if there is nothing, one speaks as if it is true, so it does not become a remaining offense, because it is related to the concept of truth and falsehood, and not related to the matter itself. The slight amount that arises from differentiation is: those previously shown are understood in common, and the special thing is: this person especially did things that would lead to defeat. That is to say, what is to be expressed is that the matter is clear, and other things are unclear. Its words are words that remain on other expressions, because accusation is made through it, so it is a remaining offense. Because there may also be correctness in it, in order to clarify this, it is said to be false. Relying on others is a part of clothing. Being in accordance with it is being in accordance with another's part. Accusing without a basis, there, accusing in a way that is different from clarity, not making words of clear meaning, the remaining offense of the Sangha is in accordance with another's part, and can also be called slight. This is from the commentary. The differentiator is another's.
