Because it repeats the act of killing from other places being described as a grave offense. Therefore, merely cutting off a hand enters the category of atonement. Here and in the context of taming, many things are described as grave offenses, but it is not correct to assume that the previous ones were established because there was no motivation for classifying offenses. There are three situations for setting fire to a forest: knowing there are living beings, suspecting there are living beings, and places where there are no living beings. The first situation is further divided into many and few. Even if one does not think of killing living beings, if one sets fire with the thought that there were many living beings before, it is a grave offense, because it is an act that disregards the situation of many living beings. Setting fire with the thought that there are few living beings is a misdeed. The same is true for places where there is suspicion of living beings. These are other offenses because there is no thought of killing humans or other beings. If there is such a thought, then the basis will change as it was originally. If one kills a human, a non-human, or other beings, then it is a defeat, a source of offense, and a grave offense. In the third situation, it is said that there is no offense, and I think this belongs here. Expressing it through a request is, saying "Teacher," etc., a monk, with the intention to kill, says to the killer, "Go here." If the secret is revealed, because it is an exhortation for the sake of killing, it will become a defeat, because the teacher is the nature of exhortation. In order to show that the thought of killing has entered, other thoughts are also shown incidentally. If it is revealed, it is a grave offense. The mother and the fetus are examples or symbols of this. The so-called "transformation of mind" refers to showing others without abandoning the thought of killing, such as entering into knowing rather than original knowing. For situations where it is accomplished without specifically intending to kill, such as dying from being hit by an arrow, in this situation, only the act of shooting the arrow has a misdeed, but not the death. The so-called "lifetime" refers to the killed and the killer being simultaneous, or dying in the subsequent moment, which will not become an actual offense. Expressing it through aggregation is a grave offense, etc. For these, even if combined in the Vinaya, death occurs solely because of that reason, it is also said to be a grave offense. This is because the thought of killing did not arise, but only because of the thought of affliction that such words were spoken, because it is a time to examine anger, so it is another grave offense.
