堕落之处,烦恼者是:不去做因傲慢和想要加害他人的普遍折磨和心烦意乱的愤怒而生起等行为。非烦恼者是:由懈怠、懒惰、无记和遗忘所普遍引发。这两种罪过,新释论中解释为因利益有情之律仪而从守护他人之心上退失。第四,不作他人布施之缘,有二:不接受邀请,即“客人不视为己有”,意为其他人邀请出家人的住所或僧伽的寺庙,或在家人的家中,给予饮食、衣服等资具时,因傲慢、普遍折磨、愤怒而不接受邀请,不去,则是烦恼者的罪过。因懈怠和懒惰而不去,则是非烦恼者的罪过。即使不去也没有罪过,从所依方面来说:生病不能去,以及先前已答应他人,这两种情况。从道路方面来说:道路遥远且无法轻易行走的偏远之地,以及道路上有敌人、恶劣环境和许多危害的危险,这两种情况。从施主方面来说:是被高慢之心所邀请。从必要方面来说:用不去的方法,如先前所说,想要调伏,以及恒常精进于善法,守护其障碍;以及恐怕错过听闻先前未听过的有意义的佛法;以及错过先前未听过的丰富之语;以及守护其他众多人的折磨,以及守护持钵等僧团的内部戒律,这六种情况。不接受供养的资具,即“不接受黄金等”,意为从任何其他施主处获得黄金、白银、珍珠、琉璃等各种财物,并在恳切布施之时不接受,因折磨和愤怒而不接受并舍弃,则是为了舍弃有情众生,是烦恼者;因懈怠和懒惰而不接受,则是非烦恼者的罪过。下面各处出现的“没有特别指出的两种心”指的是大心。

The place of falling, the afflicted one is: not to do such things as arising from arrogance and the universal torment of wanting to harm others and the anger of mental disturbance. The non-afflicted one is: universally aroused by sloth, laziness, non-indication, and forgetfulness. These two transgressions are explained in the new commentary as degenerating from protecting the minds of others through the discipline of benefiting sentient beings. Fourth, not creating the cause of others' generosity has two aspects: not accepting invitations, which means "the guest does not consider it his own," that is, when others invite the home of a monastic or the monastery of the Sangha, or the home of a layperson, to give food, drink, clothing, and other supplies, if one does not accept the invitation due to arrogance, universal torment, and anger, and does not go, it is a transgression of the afflicted one. If one does not go due to sloth and laziness, it is a transgression of the non-afflicted one. Even if one does not go, there is no transgression. From the perspective of the basis: being sick and unable to go, and having previously promised others, these are the two situations. From the perspective of the path: a remote place where the road is long and difficult to travel easily, and the danger of enemies, harsh environments, and many harms on the road, these are the two situations. From the perspective of the benefactor: being invited by a haughty mind. From the perspective of necessity: using the method of not going, as previously stated, wanting to subdue, and constantly striving for virtue, protecting its obstacles; and fearing to miss hearing meaningful Dharma that one has not heard before; and missing such rich words that one has not heard before; and protecting the torment of many other people, and protecting the internal discipline of the Sangha such as holding a begging bowl, these are the six situations. Not accepting offered supplies, that is, "not accepting gold, etc.," means obtaining gold, silver, pearls, lapis lazuli, etc., various kinds of wealth from any other benefactor, and not accepting when earnestly offered, not accepting and abandoning due to torment and anger, then it is an afflicted one for abandoning sentient beings; not accepting due to sloth and laziness is a transgression of the non-afflicted one. The "two minds without special designation" that appear in the following passages refer to the great mind.

These two should be understood as such. Even if one does not accept, there is no fault. From one's own perspective, it is seeing that accepting that thing will cause one's mind to become attached. From the perspective of the donor, it is the fear of regretting after giving, as well as suspecting that it is one's own or another's property, and the fear that the donor will become poor after all the utensils are taken away, these are three. From the perspective of the object, it is suspecting whether it has been dedicated to the Sangha or a stupa, as well as suspecting that it has been taken from others by improper means, and suspecting that faults will arise from this, these are two. Faults refer to that thing becoming harm such as killing, binding, cutting off with punishment, gouging out eyes, or becoming the reproach of expulsion. These are the faults of accepting as explained in the *Jina Sutra*, while the *Samudra Sutra* explains that one does not accept because one sees that those faults will befall the robber. The new commentary explains that these two offenses will cause one to fall away from being a companion in the meritorious deeds of benefiting sentient beings. The fifth is contrary to the Dharma giving, which is not giving to those who want the Dharma, that is, for those who want the Dharma, whether they have two minds or are naturally jealous, if they do not give the Dharma because of these reasons, then they are afflicted. If it is another mind, then it is not afflicted. Even if one does not give, there is no downfall. In terms of the basis, there are two: serious illness and not understanding the Dharma. In terms of necessity, it is using the method of not giving the Dharma, as mentioned before, wanting to subdue, this is one. In terms of the object to be subdued, it is not being a suitable vessel, that is, heretics looking for opportunities, as well as not being respectful in mind, not having honorifics in speech, and having bad conduct in body, and for dullards whose faculties have not matured, when they hear the vast Dharma being taught, they are afraid because they think it is difficult, they do not believe and develop wrong views, even if they are taught well, they do not listen, therefore they manifestly cling to wrong views, and from that basis many non-meritorious deeds arise, therefore they fear that it will cause harm, and they fear that they will fall into the lower realms from this, and they fear that if it falls into that person's hands, it will cause other non-vessels to increase, these are four. Among them, the first refers to finding fault and blaming others, for the second, even one of disrespect etc. is sufficient, and for the third, it is not necessary to have all the Dharmas complete. Like this, it is an offense.
