The "Discipline" is what is said in the Jinasūtra. In the commentary said to be made by Samudra Megha, it says that in hell and the form realm, there is no receiving from elsewhere, so there is the discipline obtained by nature, which is the discipline of householders. Gods and humans in the desire realm have both what is obtained by nature and what is received from elsewhere. Therefore, it has both the aspects of householders and renunciants. The vows of a Bodhisattva are not abandoned even after death and rebirth, so wherever they are born, they are said to have the discipline obtained by nature. In general, the vows of a Bodhisattva follow even after death and rebirth, so it is reasonable that they exist in all three realms of existence. The division into the two aspects of householders and renunciants refers to Bodhisattvas who possess and do not possess the vows of the fivefold community of renunciants, such as novices. The distinction of nature is that the discipline that relies on both aspects can also be briefly summarized as the three disciplines of vows, gathering virtuous dharmas, and benefiting sentient beings. All the disciplines that a Bodhisattva should protect are included in these three. Why are there three disciplines? The commentaries say that the Hearer Vehicle has three: the Pratimoksha vow that destroys the peak of afflictions, the Samadhi vow that is temporarily insufficient even though there are causes, and the vow of no outflows that cuts off the continuum, in order to match the number. However, the activities of a Bodhisattva are only two: maturing one's own continuum and maturing the continuum of others. The first is necessarily the abandonment of misdeeds and the gathering of good deeds, so there are the two of vows and gathering virtuous dharmas. In order to mature others, the discipline of benefiting sentient beings is needed, so it is necessarily three. It is good to say it that way. Why is the order of the three disciplines so fixed? The discipline of abandoning the Hearer and the common is the cause of the latter two, and the discipline of entering the uncommon is because it is said that "If one is not liberated, one cannot liberate others; if one is not pacified, one cannot pacify others," so if one does not first do the gathering of virtuous dharmas, one cannot do the work of benefiting sentient beings, so the order is fixed, as it is said in the commentary said to be made by Samudra Megha. To this, if the one who possesses the Bodhisattva vow is a monastic, then any of the five categories of Pratimoksha is the discipline of vows. If the one who possesses the Bodhisattva vow is a layperson like Upasaka parents, then any of the two categories of Pratimoksha can be considered the discipline of vows. If the possessor of the Bodhisattva vow, like a deva, cannot be the basis of Pratimoksha, then abandoning the ten non-virtuous actions or abandoning the seven non-virtuous actions of body and speech, like the seven branches of abandonment, abandoning the naturally negative actions that are common to the seven categories of Pratimoksha are the discipline of vows, but not the actual Pratimoksha vows. As it is also said in the commentary on the "Lamp for the Path": "Among them, the discipline of vows is the Pratimoksha of the seven vows that protect against prohibited actions and the protection of the ten non-virtuous actions that protect against naturally negative actions."
