Mapa Kye said that the ancestors' short lives were due to practicing Dharma. He said that the afterlife is false and that practicing Dharma does not bring good fortune, so he threw the Jowo Shakyamuni statue in Lhasa into the wilderness and created various obstacles. Abbot Shantarakshita firmly believed in the reality of past and future lives and the Dharma. In addition, the Tsenpo (king) recited the Sutra of the Ten Virtuous Actions, believing that behavior would become pure; recited the Diamond Sutra, believing that views would become pure; and believed that reciting the Rice Seedling Sutra would bring pure results. His friend was Ba Salnang. The religious minister Trisong devised ways to deceive and bribe fortune-tellers. His friend, Minister Gos, had Ma Zhang buried alive in Tolung (present-day Doilungdêqên County, west of Lhasa). Ba Salnang was sent as an envoy to invite Abbot Shantarakshita. The Kashmiri Ananta served as a translator and explained the Vehicle of Cause, which angered the demons. Shampo flooded the Phangthang Palace, and Thangla struck Red Mountain (Marpo Ri) with hail. Severe human diseases and crop failures occurred, and they said that this was because the Tsenpo practiced Dharma, so they drove away those evil mantra practitioners. All the Tibetan people rebelled and could not practice Dharma. The Abbot said: The vicious yakshas of Tibet have not yet been brought under the Buddha's vows, so they hate the Dharma. Now there is a great monk in Jambudvipa named Padmasambhava, please invite him. The Abbot pretended to be expelled and left. The one who was appointed as Salnang Chökyi Gyeltsen went to southern Nepal again and invited the Second Buddha (Guru Rinpoche). On the way, he subdued the fierce demons all the way. Mount Palbar in Mangyul (present-day Shigatse area of Tibet) was turned upside down. At the end of Tolung (present-day Doilungdêqên County, west of Lhasa), he erected a golden pillar on the desolate plain and dug a large canal. When the Tsenpo was preparing to receive the Guru's blessing, the Guru said that he could not receive the blessing of a monk, so he looked at Phawang and split it in half. In order to eliminate that obstacle, he built five stone stupas in Zungkhar Trang. Shampo brought a great flood to the Guru, but the Guru used the Vajra Kilaya to make the water flow backwards. The Guru looked again, and the glacier melted and the Black Mountain collapsed, so Shampo was frightened and promised to obey the order. In this way, all the gods and demons of Tibet were subdued by his magical powers, so that the holy Dharma could be promoted. His compassion and magical powers are inconceivable.

Wishing to benefit the subjects, he took wealth from Zambhala (藏文:ཛམྦྷ་ལ་,梵文天城体:जम्भल,梵文罗马拟音:Jambhala,汉语字面意思:Holder of Jewels) and eliminated poverty. He transformed barren lands into fertile fields and turned gravelly areas into farmland. He said, "In India, even larger waters than this are buried underground," intending to bury the river underground. However, the deceitful minister of agriculture interfered, saying that the farmland was sufficient with Yarlung, and so on, reversing cause and effect, and it did not succeed. Then, the Khenpo (Śāntarakṣita) and Acharya (Padmasambhava) gathered, and after the continent of Āryapāla (藏文:ཨཱརྱ་པ་ལོ,梵文天城体:आर्यपाल,梵文罗马拟音:Āryapāla,汉语字面意思:Noble Protector) was built, when the Tsenpo (Trisong Detsen) was thirteen years old, modeling after the Odantapuri monastery, he laid the foundation for the Utsé (main temple) of the Three Lords, the four continents, and the sub-continents. The earth was brought from the cliffs of Yarlung, and the stones were transported from Hepori Mountain by wooden carts. The wood used was fir. The great Acharya bound the gods and demons under oath and employed them in labor. It is said that the demons built more at night than the people built during the day. Later, during the restoration, footprints of non-humans, a cubit long, were found, confirming this. After the temple was completed, on the Tsenpo's Manla (place name) road, an old woman said, "This land has been blessed by Jomo Drolma (Tara)." As the prophecy stated, "On the top of Hepori Mountain, there is a Shakyamuni Buddha, the main deity, and thirteen attendants, blessed by the Bhagavan." The next morning, Minister Khampa, wearing armor, went to see, and from the sand dunes, he found a naturally formed stone statue, without any traces of artificial carving, a Jowo (Buddha image) Bodhisattva with bright eyes. When the statue was brought by wooden cart, an earthquake occurred when it reached the east gate of the monastery, and the shaking intensified when it entered the clean room. When the statue was requested to sit on the throne, the diviner said, "Compared to the Tsenpo's temple, the size of the Buddha statue seems small." Therefore, the incarnate craftsman covered it with reeds and silk, and molded it with clay mixed with gold and other precious materials, according to the Tibetan style, eventually creating a Buddha image that everyone who saw found flawless, complete with the perfect marks and signs of a manifest Buddha. The construction of this temple conformed to the Vinaya, the murals conformed to the Sutras, and the deities conformed to the Tantras. Therefore, it is known as the monastery of the three immutable laws, naturally accomplished. The architectural styles also incorporated the styles of India, China, and Khotan, and the structure and layout of the wood are also unfathomable, so it is also recorded in the Kachin (testament).
