Regarding what should and should not be done, he should not become angry immediately. If the Great Vehicle flourishes, enemies will be few. If he dwells in peace, he will increase his treasury. Always, for the sake of increasing merit, he should govern the kingdom according to the Dharma. If extremely unruly individuals, like thorns, increase, he should restrain them with the law. Even so, just as there is bezoar in a bull and musk in a musk deer even after they die, even if a monk's form remains but his conduct is immoral, he should be struck with iron and sticks, imprisoned, and have his limbs cut off. If the Teacher himself did not permit this, what need is there to speak of those who possess discipline? When beginning an action, even if the scope is large, if the end of the task is far off, there will be doubt whether it will succeed or not. If it is completed quickly, he is wise. Coarse behavior causes the country to decline. In the world, it is certain that one who is loving is called a Dharma king. Have you not heard this with respect? To bring happiness to beings, his conduct and knowledge are necessary. If he does not know what is appropriate and inappropriate, even if his lineage is noble, he is a fool. Even if I myself know well what to do, to avoid regret, I accomplish it through consultation. Having accomplished it in this way, even if there is suffering, not being afraid—that is a great mind. No matter how far he falls into ruin, not abandoning the Three Jewels, listening to the words of a noble spiritual friend—such a one is righteous.

Is known as a king. If harassed by enemies, one should employ three skillful diligences, consistently practicing them from beginning to end, and adopt the conduct of pacifying warfare. In this present age, because kings, ministers, and leaders are unwise and inherently foolish, one should diligently pursue methods of friendship. Even the arrogant are greedy for wealth; for the sake of war, relinquish wealth; for the sake of a city, relinquish even villages. This is the second diligence. As it is said in the Jataka tales: For the sake of family, relinquish one; for the sake of life, relinquish the family; for the sake of the country, relinquish the city; it is said not to relinquish for one's own sake. If even this does not bring about peace, then increase the power of the army, cultivate many allies, and display a fearsome demeanor to the enemy. If the three diligences do not avert conflict, I myself have no joy in war, lest beings be destroyed; even if destroyed, they should be restored. If one does not triumph over the side of evil, one cannot even preserve life, and the teachings themselves will decline; keep this in mind. On the battlefield, divide the warriors into three ranks—superior, middling, and inferior—and deploy the inferior ones first, with the cavalry following behind. To ensure their safe passage, to make their conduct steadfast, and to show where gratitude is due, the ruler himself should follow behind. In this way, by being skilled in means, either the enemy's forces are slain, or even if wounds occur, the king's faults will be few. Likewise, train in the eight kinds of awareness. Treat the country like one's own child, regarding it with a loving heart in harmony, and abandon anger in one's dealings with the country. Reward immediately with food and wealth, and for the sake of long-term benefit and happiness, uphold the laws of the eight branches and the ten virtues, and restrict hunting in the mountains and rivers. Collect taxes fairly, but if crops are damaged by hail or seasonal disasters, avoid squeezing the subjects like oil. Even if one must punish the unruly, do not impose anger upon them, but like a doctor performing bloodletting and cauterization on a disease, contemplate the ritual of removing faults correctly. Enjoyment plundered from the subjects is not beautiful as a great ornament. Even if one is skilled in the use of weapons, who would regard a hunter as a hero? In the world, the causes of enemies arising
