From the palate arise teeth and From the crown of the head arises. In some places it is said that from the crown of the head arise teeth and palate, and in some places it is said that from the teeth arise palate and crown of the head. Like this, others should also follow the oral instructions of the tantra teacher. And, similarly, in the commentary it is said that in order to eliminate pride in beautiful sounds, I will rely on the reliance on meaning to write. And in the commentary on the upper part of the Hevajra Tantra it is also said: In the future, those childish people who rely on excessive reliance on words will say, "I have heard such words" and so on, and will say that the Separated Tantra King was not spoken by the Bhagavan. Whoever says this is not right. Because the Bhagavan spoke of four reliances. Like this: One should rely on meaning, not on words; one should rely on wisdom, not on consciousness; one should rely on definitive meaning, not on provisional meaning; one should rely on Dharma, not on the individual. Because of these words of the Bhagavan, in no vehicle did the Bhagavan say to rely excessively on words. And in the Kalachakra Root Tantra it says: With the differences of each language, all three realms are well placed on the path, and this speech of the all-knowing one gives the fruit of peace. How can they arise from the language of the gods? And in the wisdom chapter of the Condensed Tantra King it also says: For animals, pretas, asuras, etc., and for those who crawl on their bellies, gods, humans, noble ones, Tibetans, etc., the three times of past, future, and present are taught, as well as the Dharma that is always true. With their own other languages, they place the three realms completely on the path. This is the speech of the all-knowing one that gives the fruit of bliss, not in the language of the gods. And in the first condensed chapter of the Stainless Light World Realm it says: For those who seek the meaning of the path of the all-knowing one, there is no great distinction between sound and non-sound. Even with various bad local languages, the great ones always enter the path.

By the power of vowels, for the supreme speech of the all-knowing ones, those skilled in grammar, with the sound structures composed by Nagarjuna, disputing and seeking meaning, other than that, even if the sound diminishes or it is a local language, the one endowed with yoga grasps the meaning. Like milk mixed in water, the swan separates and drinks it. The ultimate truth, in the locality, always, the great ones do not rely on words. If the meaning is understood through local languages, then what is the use of scriptures' words? If some pronunciation is wrong or becomes a sound, then that expression is not wisdom. If some expression is limited to beings, then that is not the speech of the all-knowing ones. As it says in the "Condensed Four": In the future, ignorant people relying on names, words, and letters will say "Thus I have heard" etc. in all lineages, saying that the Tathagata has clearly pointed out the abode of the Buddha, but that is not true, because the Buddha who teaches the Dharma relies on meaning, and the collectors also correct it through various local languages. If it is said that the beautiful Sanskrit words such as "Thus I have heard" are produced through the effort of the throat and mouth, etc., and are limited, therefore the Tathagata teaches the Dharma, if that is the case, then the eighty-four thousand aggregates of Dharma, which were also taught by the Tathagata in different times, cannot be written by the collectors either, because it is not just a limited Sanskrit word. Here, because the emanation bodies are limitless, it is also impossible for limitless beings in limitless realms to hear the Dharma simultaneously in various languages. Because there is no teaching of the eighty-four thousand aggregates of Dharma, it would become not all-knowing, but that is not the case. Here, because the Tathagata said that Buddhas are immeasurable, Dharma is immeasurable, and Sangha is immeasurable, therefore, the all-knowing one who teaches the Dharma is not unique. The language of the all-knowing one, which understands the languages of all beings, is not unique.
