In order to uphold as a listener and to compile the teachings, relying on the guise of a Shravaka, with Ananda as the representative, many members of the Shakya clan, as well as the countless retinues of consorts such as Illusion Mother, and also immeasurable beings to be tamed, such as those of the Brahmin caste, commoners, outsiders, etc., were placed in the teachings. According to their respective occasions, as prompted by the different circumstances of the regions, they were established in the precepts that are well-established in the Vinaya Pitaka, as extensively explained in the Vinaya Pitaka, and were placed in the positions of the seven types of individual liberation. Therefore, this wheel of Dharma slightly taught the path of the lesser being, and mainly taught the path of the intermediate being. For the sake of those whose minds are inclined towards that, (the Buddha) spoke the 'Heap of Precious Qualities Sutra,' which gathers all the meanings of the Prajnaparamita. This Dharma category is known as the 'Great Bodhisattva Path,' and thus, the all-knowing Prajnasmi said: From the two great vehicles of cause and effect, all the secrets that are truly spoken are the stages of the Great Bodhisattva Path. Thus it is. The third wheel of Dharma is, in uncertain places such as the city of Vaishali, spoken to various types of disciples who have entered the Great Vehicle. Its basis is the three: the completely imputed, the other-powered, and the thoroughly established. Thus, in the three wheels of Dharma that have been established, the speaker of the first wheel is the Vinaya Pitaka, and what it expresses is the training in higher morality; the speaker of the second wheel is the Sutra Pitaka, and what it expresses is the training in higher concentration; the speaker of the third wheel is the Abhidharma Pitaka, and what it expresses is the training in higher wisdom. This is said mainly with the intention of showing it. If divided in detail, the first wheel also has the Vinaya of Vinaya, the Sutra of Vinaya, and the Abhidharma of Vinaya; similarly, the second wheel has the Vinaya of Sutra, the Sutra of Sutra, and the Abhidharma of Sutra; the third wheel has the Vinaya of Abhidharma, the Sutra of Abhidharma, and the Abhidharma of Abhidharma. All the categories of the three pitakas possess their own distinct teachings. Among them, the uncommon view is: It seems that the three wheels of Dharma were spoken in sequence to those who gradually enter according to the minds of the disciples. For those who enter at once, it seems that it is shown at the moment of the completion of the action. As it is said in the 'King of the Adornment of Qualities Sutra': "I have not spoken anything, yet it appears pervasive to sentient beings. Whenever they wish to manifest gradually, it is the same for all of them. For those who enter at once, all categories of Dharma appear complete. Fulfilling all wishes as desired, that is the greatness of speech." Because of this. Some think that the disciples are distinguished by the difference between the Great Vehicle and the Small Vehicle.
