Although not explicitly stated, it is connected to past events, and scholars believe that the two are consistent in meaning. Seventh, it is said that a great general has eight virtues: For the king's thoughts, whether general or specific, even without being told, he can accomplish fierce tasks; he possesses all the virtues of bravery; he abandons actions that are not in accordance with Dharma for his own benefit; he is not attached to wealth or other things given by others, and he manages the king's affairs according to the Dharma; he destroys all actions that others use to spy on him; he possesses the splendor of power and uses everything very reasonably; he abandons the three poisons of greed, hatred, and ignorance; he does not engage in activities that are not the king's business, and he does not harm others. All of these arise naturally from the power of that king's merit, as stated in the Extensive Play Sutra. The manner of possessing virtues is as stated in the Mindfulness Sutra. Moreover, one named Jamyang Lhasé Sara compiled the meaning stated in the Manifestation Sutra and wrote it in accordance with its intention. Some say, what is the necessity of stating these reasons here? There are two: necessity and explanation. Having necessity but no explanation is not like the jewel on the head of the dragon king; having only explanation but being unable to express it in words is not like the dream of a mute person; having explanation but no necessity for attaining Buddhahood is not like the evil mantra of a Brahmin. Because it is related to the teachings of the perfectly enlightened Buddha, there is explanation, and by offering in the manner of possessing such virtues, one does not expect only the benefit of verbal expression, but rather causes special joy to arise in the field of merit, and through that power, there is a necessity to perfect the union of the two accumulations. If one does not understand such a reason, it is like a child who does not understand the meaning of the Samantabhadra Cloud Offering reciting the Samantabhadra Cloud Offering. Third, there are two ways of being impoverished: common and uncommon meanings. The first is: possessing such special virtues, the arrangement of the seven precious royal possessions that cannot be found even if searched for in the world, the samadhi of a yogi, and the profound interdependence of mantras and mudras.

Depending on this, with perfect enlightenment, by offering the mandala of peaceful and wrathful deities, as a result of the cause being in harmony, one obtains the power to rule the kingdom of a wheel-turning monarch. Secondly, the uncommon key points, the methods of expressing mudras, and recitations are explained in a threefold manner, of which there are seven. First, by offering the precious wheel, the cause of being deluded in the continuous cycle of samsara, the habitual tendencies of clinging to self and dualistic appearance are cut off from their roots. For one's own benefit, the two pure bodies are manifested. For the benefit of others, one turns the great wheel of Dharma and becomes the nature capable of accomplishing the supreme benefit of beings. With this in mind, one joins the palms at the heart, and verbally recites: "To the victorious ones and their sons, I offer this precious wheel," etc. At the end, the mudra is to cross the wrists of the hands with lotus circles behind the back, with the fingers intertwined with each other, and the two thumbs bent into the palms. Recite: ཙཀྲ་རཏྣ་པཱུ་ཛི་ཨཱཿཧཱུྃཿ (Tibetan, Devanagari, Romanized Sanskrit, Literal Chinese meaning: chakra ratna pūji āḥ hūṃ, wheel, jewel, offering, ah, hum), and shake the crossed hand bells twice. Some people make this mudra with the index fingers crossed behind the back and the tips of the four fingers bent, which seems to be mistaken for the summoning mudra when holding the vajra bell. It is hoped that impartial people will investigate. Second, by offering the precious jewel, one eliminates the lack of precious material objects in the conventional sense, and the power of wisdom to distinguish between right and wrong in the ultimate sense, eliminating hunger and poverty. Possessing the seven noble riches, namely faith, discipline, generosity, learning, shame, modesty, and the wealth of wisdom, one becomes rich and possesses the five perfections: place, time, teacher, Dharma, and retinue. Through these aspects, one aspires to accomplish the vast benefit of the teachings and sentient beings. Recite: "Victorious ones and their sons, precious jewel," etc. as before, except that the tips of the thumb and index finger are joined to form a hole like a yak's eye, and the tips of the two middle fingers are also joined, with the other four fingers naturally upright. Recite: མ་ཎི་རཏྣ་ (Tibetan, Devanagari, Romanized Sanskrit, Literal Chinese meaning: maṇi ratna, mani, jewel) etc. as before. Third, by offering the precious queen, one cuts off the ignorance of being ignorant of skillful means, like in the lower vehicles, and realizes the pure wisdom of profound emptiness. Without abandoning any aspect of the appearance of skillful means, and without changing anything, but wisdom.
