It is not because of that. The vows are the determination of what should and should not be done. That is to say, all the parts that cannot be transgressed, such as making vows and entering, are vows, and all that must be done in two ways, entering and leaving, after analyzing what is allowed and forbidden, is established as vows. Some people think that since the root downfalls are not explained in the action and performance tantras, they are vows; the unsurpassed yoga is related to the root downfalls, so it is vows. For this reason, they think that there are also vow-holders in the continuum of damaged mantra vows, which is only an appearance. Like this, the nature of the vows of the action and performance tantras is also the entering vows of the Bodhisattva, and the root downfalls are also explained, as it is said in the Manifest Enlightenment: "From today onwards, you, for the sake of the excellent Dharma and Bodhicitta, even for the sake of life, from now on, you should not abandon them. You should not be stingy, nor should you harm sentient beings. These vows are the Buddhas, who have explained them to you with good conduct." Like that. Then, how can it be established that it is a root downfall? In the same scripture it says: "The four root downfalls should not be violated even for the sake of life." Like that, it is explained that these four are root downfalls. Similarly, in the Manjushri Root Tantra it says: "These five are the root downfalls, it has been shown." Like that, five root downfalls are explained. Furthermore, since both the Manifest Enlightenment and the Well-Accomplished explain the taming with mantras, therefore, as long as there is empowerment, the mantra vows that arise from relying on it, since the taking and leaving are the same, the vows and the oaths are only distinguished by the opposite, but not different in nature, as it is said in the vows of the five families: "In the oath of the Buddha family, I, after generating the mind and taking the vows, will not abandon the Three Jewels. This is the vow of the Buddha family." All five families have explained it like that. Now, at the beginning of distinguishing their respective natures: Those who have not obtained the mantra vows of all common meanings, and whose minds are not in their nature due to madness and so on, do not have downfalls and attainments. Those who have mantra vows and have not damaged or abandoned them, and whose wisdom is in a clear state, are vessels for both downfalls and attainments. Like this, those individuals who are the basis and are not bound by vows, from the aspect of natural faults, for the aspect of violating the precepts, do not have both attainments and downfalls, because they are beggars.

Just as those who live by faith have neither dominion nor taxes. Therefore, if guarded, it will increase and attain accomplishment; if violated, it will fall. As a vessel for falling, it is the awareness that has obtained the mantra vow and has not been violated, abiding in its own nature. For those who are mad and whose minds are confused, there is neither arising nor destruction. When the Teacher was alive, there was a monk named བྱེ་མ་སྐྱེས་ (藏文,梵文天城体:विमलकीर्ति,梵文罗马拟音:Vimalakīrti,汉语字面意思:维摩诘), who went mad and became naked, etc. In cases that do not fall under the basis of transgression, because it is impossible to accomplish, it is freely permitted. It is the same here. To think that non-virtue is the ultimate entity is not the doctrine of our Teacher. Among them, in order to identify the boundaries of the transgressions to be explained, the difference between complete entanglement and gross transgression is explained as follows: For root transgressions other than the mind of enlightenment, it is called complete entanglement, still doing that action, the intention to do it has not changed, there is no regret for it, there is no sense of shame in relation to oneself, and there is no sense of embarrassment in relation to others. If the motivation of these three dharmas is complete, and it continues until the end of the action, then it becomes a complete entanglement and a defeat. Or, if there is no continuous interruption of time, or if one of the three dharmas is incomplete, the limb of the action is incomplete, it becomes a gross transgression. In general, the so-called complete entanglement is a limb of the root transgression of a Bodhisattva, as has been established in the Bodhisattva's collection. Here, the way to apply it as a limb of the transgression of mantra is that the fifth root transgression, abandoning the mind of enlightenment, does not depend on complete entanglement, and for the other thirteen, whichever it may be, doing that fault, and still doing it, the intention to do it has not changed, there is no regret for considering that action as a fault, there is no sense of shame in relation to oneself, and there is no sense of embarrassment in relation to others, these three dharmas, or adding to that being happy and satisfied with those faults, becoming four dharmas is also possible, it is only a subtle difference. In any case, if the evil motivation arises like this from the second moment, until the actual completion of the action is complete, it is called a great complete entanglement or defeat. Because it breaks the vow, it causes the opponent's side to be defeated. This also means that from the side of the unfavorable opponents, the favorable side here is defeated. As it is said in the Summit Tantra:
