are the vows. When the three are complete, all instructions and qualities are fully possessed. The essence is one, but the functions are different, residing in the continuum of a single individual. If internal conflicts arise, the higher one takes precedence. This is known as the tradition of previous wise and accomplished ones. Although the appearance of the lower ones may seem contradictory, the need to avert harm and bring benefit is consistent. If something contradicts, it is impossible to permit; if it is permitted, it is impossible to contradict, such is the rule. Among these, to restrain the mind-stream from afflictions and non-virtuous tendencies with the intention of renunciation, and to aim for the enlightenment of the Hearers, is the Pratimoksha vow. To continuously gather all virtuous dharmas and to accomplish benefit for others is the Bodhisattva vow. On top of that, if one receives the genuine empowerment of mantra from the great tantra class, it is the Vidyadhara vow. When all three are complete in the continuum of a single individual, it is like adding an umbrella and rain cover to a simple stupa of an ordinary person, making it a complete stupa with all the aspects of the Tathagata, thus becoming beautiful, and all instructions and qualities increase. In this way, the stupa of an ordinary person is neither beautiful in appearance nor easy to protect from harm; the other (referring to the complete stupa) is the opposite. So how are they protected in the continuum of a single individual? For an individual who possesses the Pratimoksha and Bodhisattva vows but does not possess the mantra vow, on the path of accumulation, it is the Pratimoksha vow; on the path of preparation, it is the gathering of virtuous dharmas; on the path of seeing, it is primarily benefiting sentient beings, and the way of protection is as previously explained. Those who have entered the Vajrayana path, from the very beginning, cultivate the path with the three vows complete, which is the intention of the great tantra class. If one thinks that the nature of the vows transforms and only protects the mantra vow, it is unreasonable. Because it is said in the continuum of the first holy one that disparaging the lower ones is a downfall, so from the perspective of the state, they are different. If these have internal conflicts, the higher one takes precedence because the need to avert harm and bring benefit is consistent. As it is said in the *Collection of Righteous Dharmas*: A Bodhisattva is also bound by the Pratimoksha vow, but one does not think that the Pratimoksha vow alone is pure, but relies on the Bodhisattva vow. However, in reality, since the essence is not lost, it is not a contradictory inclusion. Like this, the teacher, being skilled in means, whatever is said for the sake of taming sentient beings, if it contradicts, then it is impossible to allow. If it is allowed, then it is impossible to contradict. Therefore, the Pratimoksha vows are to refrain from harming others as a basis. In the case of the Bodhisattva vows, on top of refraining from harming sentient beings, one engages in benefiting them. Therefore, if the four Parajikas occur in the Pratimoksha vows, it is said that the root is destroyed. It is impossible for a Bodhisattva to engage in all the complete sinful and unwholesome deeds. Due to the power of great compassion, benefiting others through actions that are considered faults is not prohibited. As it is said in the Bodhicharyavatara: "Having great compassion, looking far ahead, they allow even those things that are forbidden." For example, in the case of killing, if certain sinful people are killed, then the burden of their suffering will be relieved. If they are not killed, then they will be connected to endless hells in every way. Seeing that there is no other way to help them other than killing them, one with great compassion takes on all their sinful burdens and kills them. It is impossible to fulfill all the conditions of the Parajika of killing, so the vows will not be broken. Especially the way of mantra, measured from the aspect of means, is like this: For the Shravakas it is a downfall, for the Bodhisattvas it is a similar transgression, the intoxicating substances of mantra vows, when the conceptual thoughts of the practitioner arise as deities, both the basis and the intention are transformed. Not a Bhikshuni, nor a Bodhisattva, not overcome by attachment and afflictions lacking skillful means, all appearances are deities and mandalas, and the nature of the nectar of the Damaru substances to be enjoyed, it is permitted to those who have this transformation of perception.
