This is said to explain the merits of the three "gas." Wrong views are generated by bad motivations and are of all kinds, so it should be known that there is no allowance for them. So, how are the actions of body and speech allowed? Like this, based on the fact that the cause and effect of both the actor and the sufferer are grasped with great compassion, like taking the life of an executioner in order to save many lives, for example, knowing that a black-skinned short spearman is about to take the lives of five hundred merchants, the captain, with great compassion, generates the mind to liberate the evil one from the ripening of karma, and the merchants from the fear of life, thereby killing that black-skinned short spearman; or, although wealthy, is stingy and does not give, and is starving to the point of death, for the benefit of both of these people, generates the mind to steal from the rich and give to the poor; or, a Brahmin boy who likes constellations, practices celibacy in the forest for eighty-two thousand years, and finally goes to the city to beg for alms, a merchant's daughter develops attachment to him, suffers from desire, and is about to die, in order to prevent this, breaks his celibacy, thereby being reborn in the Brahma world; or, in order to liberate someone who is certain to be killed from life, gives a signal and lies, like a human lord performing a sacrifice; or, in order to prevent being completely deluded by evil friends and led into the lower realms, uses divisive speech to separate the two of them; or, in order to eliminate the distraction of being overwhelmed by sorrow, or seeing the necessity of entering the Dharma, speaks frivolous words such as stories and jokes; or, in order to prevent engaging in sinful actions, scolds with harsh words, like these, although outwardly unwholesome, are actually wholesome, therefore they are allowed. From "Purifying the Obscurations of the Mind": A monk urged his old father, saying "Come quickly," as a result, he died, but this is not an action of immediate retribution. Therefore, in "The Root of Intention," it says: Merit and demerit reside in intention. And in "The Four Hundred," it says: The intention of a Bodhisattva, whether wholesome or unwholesome, all becomes wholesome, because the mind is the main thing. And in "The Twenty Verses," it also says: Possessing compassion and love, there is no fault in a wholesome mind.

So! Therefore, what is prohibited in the Vinaya Pitaka of the Lesser Vehicle, and what is permitted in the Great Vehicle, should be understood as taking into account the order and capacity of the minds of sentient beings, both pure and impure. As it is said in the Praise of Speech: "In permission and prohibition, some of your teachings are definite, some are indefinite, and there is no contradiction between them." In this way, direct and indirect, hidden and intended meanings should be understood. Such permission is like a lotus not being stained by mud, it is intended for bodhisattvas who dwell on the earth and have the essence of emptiness and compassion. Do not be misled by the mere words out of fear of the asceticism of vows. As it is said in the Mother Sutra: "Great Bodhisattvas who wish to practice the profound Perfection of Wisdom, some, in order to fully ripen sentient beings, also show the enjoyment of the five objects of desire, but in reality, they are not defiled by them." Therefore, even so, it is said in the Bodhisattva Vows: "For the sake of one's own peace and happiness, abandoning what is difficult to do, and whatever is not done for the benefit of others, is said to be a cause of downfall." Regarding permission and prohibition, in any situation, one should measure according to one's own wisdom and experience, and not start doing things without thinking. Even if one sees something that should be prevented, one accepts it out of greed for comfort, thereby preventing it. Or, even if one sees something that should be prevented, one abandons it out of fear of learning the difficult practices of the lower levels, thereby hastily practicing the higher levels. Taking a laissez-faire attitude towards both entering and returning, all of these are causes of downfall. In this way, if we combine the four categories of downfall, image of downfall, non-downfall, and image of non-downfall with the three trainings of morality, then in the Pratimoksha vows, killing with hatred is a downfall, killing with altruism is an image of downfall, not killing with compassion is a non-downfall, and not killing even if it benefits others is an image of non-downfall. In the training of accumulating virtuous dharmas, not giving with stinginess is a downfall, not giving with altruism is an image of downfall, giving with pure intention is a non-downfall, and giving to harm others is an image of non-downfall. In the training of benefiting sentient beings, not taking care of the sick is a downfall.
