Since it arises from evil begging and is of all kinds, it should be understood that there is no permission. How are the actions of body and speech permitted? Like this, based on the fact that the cause and effect of both the actor and the experiencer are calculated with great compassion, like taking the life of an executioner to save many lives. For example, knowing that a black dwarf with a short spear is taking the lives of five hundred merchants, the captain, with great compassion, generates the mind to liberate the evildoer from the ripening of karma and to free the merchants from the fear of death, thereby killing the black dwarf. And being wealthy but stingy and not giving, and being hungry to the point of life and death, for the benefit of both, generating the mind to steal from the rich and give to the poor. And the Brahmin boy who loved the stars, practiced celibacy in the forest for eighty-two thousand years, and finally went to the city to beg for alms. The merchant's daughter was attached to him, suffered from desire, and was about to die at that moment. To prevent this, he abandoned celibacy and was reborn in the Brahma world. And to deliver someone who is certain to be killed from their life, giving a signal and lying, like a human lord making offerings. And to liberate from being completely deceived by evil friends and led into the lower realms, separating the two with divisive speech. And to abandon those who are overwhelmed by sorrow and lose their minds, or seeing the need to enter the Dharma, speaking nonsense like stories and jokes. And to turn away from engaging in sinful actions, rebuking with harsh words. These, although seemingly unwholesome in form, are actually wholesome in meaning, and are therefore permitted. In "Cleansing the Obscurations of the Mind," it says: A monk urged his old father, saying, "Come quickly," and as a result, he died, but this is not an immediate crime. Therefore, in "The Root of Thought," it says: Merit and sin are completely present. And in the "Four Hundred Verses," it says: The thought of a Bodhisattva, whether it is wholesome or unwholesome, everything will become wholesome, because the mind is the main thing. And in the "Twenty Verses on Discipline," it also says: Possessing compassion and love, a virtuous mind has no fault. Therefore, what is prohibited in the Vinaya Pitaka of the Lesser Vehicle is permitted in the Great Vehicle.

It should be known that "Va" refers to the order and capacity of the minds of pure and impure beings. As it is said in the "Praise of Speech": "In permission and prohibition, Your words are certain in some, and uncertain in others, but there is no contradiction between them." In this way, one should understand the definitive and the non-definitive, the hidden and the intended meanings. Thus, permission is like a lotus not being stained by mud, it is the intention for the Bodhisattvas who dwell on the earth and have the essence of emptiness and compassion, therefore, one should not be confused by the words alone for fear of the asceticism of the vows. As it is said in the "Mother Sutra": "Great Bodhisattvas who wish to practice the profound Prajnaparamita, some show that they enjoy the five objects of desire in order to ripen sentient beings, but they do not enjoy them with attachment." Therefore, even so, as it is said in the sutra: "Seeking peace and happiness for oneself, abandoning the difficult practices, not accomplishing benefits for others, whatever it may be, is said to be the cause of downfall." In any case of permission and prohibition, one should rely on one's own wisdom and experience, and without examining whether it is reasonable or not, even if one sees something that should be done, one violates it out of greed for peace and happiness, or if one sees something that should be violated, one abandons it out of fear of the difficult lower-level studies, and recklessly practices the higher-level studies, and all those who take a neutral attitude towards the basis of both acceptance and rejection are the cause of downfall. Thus, if we combine the four sentences of downfall, the image of downfall, no downfall, and the image of no downfall with the three trainings, then in the Pratimoksha vows, killing with hatred is a downfall, killing with altruism is an image of downfall, not killing with compassion is no downfall, and not killing even to benefit others is an image of no downfall. In the training of gathering virtuous dharmas, not giving with stinginess is a downfall, not giving with altruism is an image of downfall, giving with pure intention is no downfall, and giving to harm others is an image of no downfall. In the training of benefiting sentient beings, not taking care of the sick is a downfall, turning away from taking care of the sick in order to accomplish great things is an image of downfall, compassion
