The difficult one is the Perfection of Meditative Concentration. The Ornament states: 'To fully ripen sentient beings, and to protect one's own mind, it is difficult for the wise to train in, therefore it is said to be difficult to train.' Also, the Garland states: 'Its complete maturation will transform one into a god-king of the Tushita heaven.' Thus, because protecting one's mind in concentration is difficult for others to overcome, the noble ones see it as the truth itself, and from understanding the profound and subtle meaning, wise ones arise, possessing twelve million qualities, and becoming the king of Tushita.

The result of maturation is becoming the Brahma, the lord of a thousand worlds. This refers to the non-conceptual state of immovability. Similarly, all the activities of the three doors of body, speech, and mind are inconceivable. This is because the afflicted mind of affliction transforms, thereby gaining mastery over non-conceptualization; the transformation of the five consciousnesses of clinging gains mastery over pure realms and attains mastery over equality and individual discriminating wisdom. One can see Buddhas equal to the number of dust particles in a million trillion great thousand worlds and can hold the position of Brahma. The medium of the great is the ninth bhumi, the Good Intelligence, which is complete with the perfection of aspiration. As the Ornament says: "Individual correct knowledge, good intelligence, this bhumi is Good Intelligence." And as the Garland says: "By its maturation, one becomes the Great Brahma, the lord of two thousand worlds. When beings are questioned about their thoughts, Arhats and others cannot take it away." This is because the mind's consciousness transforms, thereby mastering the four individual correct knowledges and gaining mastery over the perfection of activities. Therefore, with inconceivable means and wisdom, one ripens beings, and one can realize the suchness of all dharmas without obstruction, just like the Regent Maitreya. As that very text says: "The ninth bhumi is Good Intelligence, called the Regent." Furthermore, one can see Buddhas equal to the number of dust particles in countless trillions of hundreds of thousands of great thousand worlds, and so on. The fruit of maturation is known by this. The greatest of the great is the tenth bhumi, the Cloud of Dharma, the perfection of wisdom. As the Ornament says: "Like clouds, the two pervade the realm of the end of space, therefore it is called the Cloud of Dharma." And as the Precious Garland says: "The tenth is the Cloud of Dharma, for the sake of raining down the excellent Dharma, the Bodhisattva is empowered by the Buddhas with rays of light. By its maturation, one becomes the lord of the Pure Abode gods, the lord of the inconceivable realm of knowable objects, the supreme king of the powerful ones." This is because the two clouds of samadhi and dharani pervade the sky of those to be tamed, raining down the Dharma, thereby accomplishing the benefit of beings, just like the Tathagata. The tenth bhumi Bodhisattva can see the Buddhas of the ten directions.
