There are three: generally, fear of the suffering of samsara; specifically, fear of considering one's own benefit; and very specifically, fear of ordinary delusion. Like this, those who are certain to fall into samsara, the abode of cruel aquatic creatures, like being tossed about in an ocean churned by waves, will generate the mind of seeking a sole refuge. As the logician Dharmakirti said: "The beginningless and endless samsara, exists within the ocean, the body is devoured by unbearable crocodiles such as desire, to whom shall I go for refuge today?" Therefore, believing that the objects worthy of refuge are only the Three Jewels, and not other Ishvaras and wrathful deities, etc. Why? Because they themselves have not been liberated from the fear of samsara and the lower realms, therefore they are also unable to protect others. Moreover, they are not skilled in taming those to be tamed, and they do not possess great compassion without self-interest.
