For the sake of declaring, therefore, "difference" and so on were spoken. Among these, there are twenty categories of downfall: Stealing the property of the Three Jewels, the objects of stupas, and offerings to the Sangha, whether directly or indirectly, this is the first root of downfall. From among these, whatever teaching of the Hearer Vehicle or the Great Vehicle, whoever abandons and prevents it, this is the second. Whoever has taken the signs and rituals of ordination, and then, whether he disrobes or not, takes away his Dharma robes, and does not cease until he takes his life, this is the third. Any member of the royal family who kills his parents and a Hearer Arhat, these are three. Dividing the harmony of the Sangha, and drawing blood from the Buddha with malicious intent, these five are the fourth. Whoever, with wrong views, leads himself and others correctly into the path of the ten non-virtuous actions, these are the five downfalls arising from the king. (189) Similarly, any minister who steals the property of stupas and the property of the Sangha of the four directions, this is the first. Whoever destroys a village (meaning a single household), a hamlet (meaning a place where four castes reside), a city (meaning a place with eighteen kinds of craftsmen), a town (meaning a place where many merchants gather), and a rural area (meaning a place like a village), this is the second. Among others, grasping the former, the latter three are: Whoever abandons, prevents, and erases the teachings of the Hearer Vehicle, the Solitary Realizer Vehicle, and the Great Vehicle, this is the third. Whoever, having followed the Victorious One, has taken the signs and rituals, whether he has broken his vows or not, from taking away his saffron robes to harming his life, this is the fourth. Whoever commits any of the five heinous crimes, etc., these are the five downfalls arising from the minister. Furthermore, for those who have not trained their minds or have only trained them slightly and are uncertain, teaching them emptiness in a literal way, this is the first. Among others, for those who have entered the Great Vehicle path, praising the Lesser Vehicle and leading them into it, this is the second. Whoever, due to past habits, enjoys the Lesser Vehicle, and speaks without truly turning to the Great Vehicle (190), being neither this nor that and confused, this is the third. For a beginner, changing the mind of someone who has not been prophesied in the Great Vehicle, praising the Great Vehicle, and causing them to abandon the path of the Hearer Vehicle and the Solitary Realizer Vehicle, this is the fourth.

Fifth, praising oneself for the sake of adulation and slandering others out of jealousy. Sixth, pretending to have understood profound meanings without actually understanding them, in order to be seen as a good patron. Seventh, making friends with kings and others, robbing other practitioners, seizing the patrons who support the Three Jewels, and recklessly enjoying the wealth of the temple. Eighth, reducing or depriving the offerings of those who have renounced the world and are focused on meditation, and then giving them to those who recite or read scriptures, and causing those yogis who practice according to the Dharma to abandon their practice. In short, adding the previous five, there are a total of eighteen, but in reality, they can be summarized into fourteen. This is because the king's fifth root downfall and the minister's second root downfall are different, while the other four are not contradictory in essence. Nevertheless, if we add the aspiring Bodhicitta and the engaging Bodhicitta to the eighteen, it becomes twenty. Therefore, those who abandon such precepts must be avoided. If one violates them (191), one must remedy them, as stated in "In short," and so on. In short, not to mention actually violating them, even if one sees oneself committing evil deeds in a dream, one should immediately repent and confess by reciting the Sutra of the Three Aggregates. The loss of aspiring Bodhicitta, which is the basis of Bodhicitta, the occurrence of root downfalls that contradict the vows, and the abandonment of vows due to being tired of the precepts, these three situations. If a downfall occurs in any one of the six periods of the day and night, then immediately or afterwards, if the downfall has been lost, one should, with a strong feeling of regret, perform the five-limb ablution at dawn, face the Bodhisattva Akashagarbha, call out with a sorrowful heart, and recite the seven-limb offering to recover from the downfall. If it is within the limits of confession, it can be remedied. If it exceeds this limit, it is called "transgression," and it cannot be restored by remedy alone; one must first perform confession and then retake the vows according to the ritual. In general, for those with very sharp faculties, merely the appearance of thoughts does not lead to downfall, because from the beginning, the unreal conceptualizations that are without self-nature are like drawing lines on water (192) or like birds flying in the sky without leaving a trace. As it is said in the Great Liberation Sutra.
