The three collections of certain grounds (Vinaya Pitaka) are written in Magadhi language. The Sutra Pitaka is written in Sindhu language. The Prajnaparamita section and the method of mantras are written in Sanskrit. Tantras and other tantras are written in Sanskrit and common languages, as well as distorted and non-Sanskrit languages, such as those of hermits, in Mleccha language. Thus, all the teachings taught by the All-Knowing One are written by those who compile them. Similarly, in the land of Tibet, the three vehicles are written in Tibetan language. In China, they are written in Chinese language. Likewise, they are written in the languages of Greater India, Persia, Champa, the land of monkeys, the land called Gold, the land of Rukma, and the land of Suramama. Thus, in the ninety-six regions with hundreds of thousands of cities, they are written in ninety-six languages. Similarly, in the twelve mother countries, Mithila, the land of humans, and the underworld, the three vehicles are written by compilers in the languages of various sentient beings. The Hearers (Shravakas) write the Hearer Vehicle, the Solitary Buddhas (Pratyekabuddhas) write the Solitary Buddha Vehicle, and the Bodhisattvas write the Great Vehicle of Prajnaparamita, and the Great Vehicle of Secret Mantra, which has the nature of cause and effect. For the purpose of taming various sentient beings, they are written by various compilers. With this valley and wisdom written by various compilers in the languages of various regions, by distinguishing, the Buddha Bhagavan is the All-Knowing One, who teaches the Dharma in the language of the All-Knowing One, and not other gods such as Vishnu and Shiva. (742) If there are any among Vishnu and Shiva who have perfected these qualities, then we should also pay homage, offer, and respect them in every way. Thus it is well said. Moreover, in the Secret Inconceivable Universal Sutra, it is also said that from the time the Bhagavan attained Buddhahood until his Nirvana, not a single letter was uttered by the effort of the tongue and palate. The reason for this is that he does not have inhalation and exhalation, and he does not have conceptual thought. Even so, in accordance with the minds of sentient beings, with limitless languages

All without exception are like the minds of sentient beings, the voice of the teacher arises. The sound pervades as far as the sky extends, teaching the Dharma with sound. When teaching the Dharma called "Completely Pure in the Middle of Sounds" based on Maitreya on Vulture Peak Mountain, Maudgalyayana wanted to measure the boundary of the Buddha's voice and went to the world called Light Victory. The Tathagata Light Victory said: 'You have come here from as many worlds as the sands of ninety-nine Ganges rivers.' As far as the sky extends, so far does the voice of the Tathagata extend.' Therefore, in order to accord with the minds of those to be tamed, explaining the eighty-four thousand aggregates of Dharma is the inconceivable secret of speech. In the aspiration prayer of the great bodhisattva Samantabhadra in the Avatamsaka Sutra, it is also said: 'The language of gods, the language of dragons, the language of yakshas, the language of kumbhandas and the language of humans, however many sounds there are of all beings, I will teach the Dharma in all languages.' Furthermore, there is no fault even if the letters, mantras, and some words of the tantras such as the Great Perfection do not match the Indian sounds and letters. As it says in the Bodhisattvacharyavatara: 'May all embodied beings, birds, trees, all lights, and even the sky, constantly hear the sound of the Dharma.' Therefore, the self-born wisdom Dharmakaya, appearing from the unchanging Dharmata Suchness, the speech Vajra is the indestructible self-sound of the Sambhogakaya, even if it contradicts Sanskrit letters and so on, the Omniscient One will not blame it. Some are not known in either the world or the scriptures, but are spoken by the Tathagata with symbols. In the Lamp Illuminating Wisdom, it says: 'The sound of Koṭika (藏文:ཀོ་ཌ་ཀཱ་,梵文天城体:कोटिका,梵文罗马拟音:koṭika,汉语字面意思:亿) and so on, which has become the symbol of the Tathagata, is not known in the world's scriptures.' Just as the ten winds are designated by the symbols of ten names, relying on words is meaningless. Some repetitive words, such as in the Kalachakra, 'The All-Knowing Wisdom is the Wisdom Body,' are like saying the same thing again.
