it becomes a pure system of tenets. The teachers of the outsiders, such as Īśvara, Viṣṇu, and the Brahmins who rely on sound, words, and letters, and who believe that they can go to higher realms by means of Sanskrit alone, and the sages who speak of sound (736), and so on, do not contradict the excellent qualities of the treatises composed by them, because they do not have excellent literary style, do not have excellent combinations of words, and do not have repetitions. Therefore, the all-knowing Buddhas, the Bhagavāns, and so on, rely on the meaning itself, and in order to teach the various kinds of Dharma to the various kinds of sentient beings in different places, they do not rely on the single language of the gods produced by the effort of the tongue and palate, and on sound, words, and letters. Therefore, in the extensive commentary on the Kālacakra, the Vimalaprabhā, it says: "In order to abandon the attachment to beautiful sounds by those who speak well, one should rely on the meaning itself. In some verses, the sound is deficient; in some places, the caesura is not smooth; in some places, there is no case; in some places, vowels and consonants are omitted; in some places, long sounds are shortened, and short sounds are lengthened; in some places, the meaning of the fifth case is expressed by the seventh case, and the meaning of the fourth case is expressed by the sixth case; one's own words are replaced by the words of others, and the words of others are replaced by one's own words; in some places, singular words are replaced by plural words, and plural words are replaced by singular words; in some places, masculine words are expressed by neuter words, and neuter words are expressed by feminine words; in some places, dental sounds are replaced by palatal and retroflex sounds, and in some places, retroflex sounds are replaced by dental and palatal sounds; in some places, lingual sounds are replaced by palatal and retroflex sounds. Such things as these should also be followed by the oral instructions of the tantra teacher." Similarly, in the commentary, in order to eliminate the pride of beautiful sounds, I should rely on the meaning itself to ask questions. It is said (737). In the commentary on the Hevajra Tantra, it is also said: "Here, in the future, foolish people will rely too much on words and syllables, and they will say 'Thus have I heard,' and so on, and they will be separated from the root of the tantra, the Bhagavān.

It is not right to say, "This was not spoken by the departed one (Buddha)." Because the Blessed One has spoken of four reliances. Namely: one should rely on the meaning, not on the letter; one should rely on wisdom, not on consciousness; one should rely on the definitive meaning, not on the provisional meaning; one should rely on the Dharma, not on the person. Because of these words of the Blessed One, the Blessed One has not said in any vehicle that one should completely rely on the letter. Furthermore, in the Kalachakra Root Tantra, it says: "Through the differences of their own languages, they perfectly place the three realms on the path, this speech of the all-knowing gives the fruit of peace, how could they come from the language of the gods?" And, in the wisdom chapter of the Condensed King of Tantras, it also says: "To animals, pretas, asuras, and so on, as well as the poor, gods, humans, noble ones, Tibetans, and so on, he speaks of the three times—past, future, and present—and the Dharma that is always true. With their own different languages, they place the limitless three realms on the right path, this is the speech of the all-knowing that gives the fruit of bliss, not the language of the gods." And, in the condensed first chapter of the Stainless Light World Realm, it says: "For those who seek the all-knowing, there is no great analysis of sound and non-sound. Even through various inferior vernaculars, the great ones always enter the path. (738) By the power of the mind of faith of sentient beings, for the supreme speech of the all-knowing, grammarians seek meaning with the sound constructions and arguments created by the nagas, other than that, even if the sound degenerates or uses vernacular language, the yogi can grasp the meaning. Just as a swan separates milk from water and drinks it. The ultimate meaning is always in the place, the great ones do not rely on words. If one understands the meaning through the local language, then what is the use of the pure sound of the scriptures? Whatever is distorted, damaged, or becomes sound, that expression itself is not wisdom. Whatever is fleeting for beings, that is not the language of the all-knowing." And, in the condensed fourth chapter, it says:
