The ground has been completely surpassed, I have attained through a great assembly, therefore teaching is of no benefit, Brahma, I have destroyed all bonds, having realized through a great assembly, this Dharma is entangled by the desire of sentient beings, it is not easy to realize. Having said this, he did not grant permission. Then they requested again: In this land of Magadha, the Dharma of the past, impure defilements have continuously arisen, please open the gate of nectar, please explain the Dharma that is free from dust and defilement. Having said this, he took the wheel and said: Brahma, whichever sentient beings of Magadha, who are fortunate, possess faith and wisdom, do not harm beings, and constantly listen to the Dharma, for those, the gate of nectar will be opened. Having said this, in an instant, the sound of the Tathagata allowing the turning of the wheel of Dharma, spread to Akanistha, each arriving with a retinue of offerings. At that time, the chief gods and four tree goddesses requested: Where is the wheel of Dharma being turned? He replied: In Varanasi. They requested again: That is not suitable, because the shade of the trees is sparse, and there is no gathering of a large crowd. He replied: There I offered with sixty kotis of thousands of millions of offerings. Varanasi is sacred, that is the place where the former sages resided. Therefore, in that supreme place called the sage, the sacred wheel is turned. Having said this, the first to be tamed should be one who is of good appearance, easy to tame, easy to train, weak in the three times, and of a lineage whose consciousness is not hidden. Having thought this, although he knew of Lalitavistara and Rinapradra, the former had passed away seven days ago, and the latter had given up his life three days ago, so it was not suitable. Then, recalling the former place, he intended to teach the five good ones. Intending to go from Magadha to Sarnath, he traveled in sequence, and when he arrived at the bank of the Ganges River, the boatmen demanded boat fare, so he ascended into the sky, and those boatmen regretted it. Later, King Bimbisara, having learned of this, enacted a law that henceforth renunciants would not have to pay boat fare. After that, on the way to traveling in the land of Kashmir, he met a Brahmin who lived by begging. The Brahmin wrote

Gautama, who is your teacher? He replied: I have no teacher. There is no one like me. I am the only perfect Buddha. I have become cool, and my defilements are exhausted. Thus he spoke. Again, he was asked: Are you an Arhat? He replied: I am the Arhat of the world. I am the unsurpassed teacher. Together with gods, asuras, and gandharvas. I have no equal. Thus he spoke. Again, he was asked: Do you claim to be a victor? He replied: Whoever has attained the exhaustion of defilements, I am victorious over sinful dharmas. Therefore, I am a victor who has subdued sins. Thus he spoke. Again, it was written: Gautama, where are you going? He replied: I am going to Varanasi (ancient Indian city). After going to that bright city. To sentient beings who are like the blind. I will light the lamp of the Dharma. To sentient beings who are like the deaf. I will beat the great drum of the Dharma. Thus he spoke. Then, after going to Varanasi (ancient Indian city), he accepted alms. After finishing the meal, he went to the Deer Park at the Hermitage of the Fallen Ascetics, where the five ascetics were dwelling. There, the five ascetics saw the Tathagata coming from afar and said: The ascetic Gautama, who is lax, eats too much, and has fallen from his vows, is coming here; let no one greet him. Let no one rise. Let no one take his robes and bowl. If he wants to sit, let him have a seat, saying "water," etc., even though they had made such internal rules. When the Teacher arrived, unable to bear his radiance, the five ascetics rose from their seats and honored him with reverence and great respect, and thus the initial rules were shattered like a rope of sand. There, the Teacher sat on the prepared seat and delighted them with the nectar of his speech. The five ascetics asked: Venerable Gautama, your senses are clear and your skin is completely pure, have you manifested the distinction of seeing wisdom? He replied: Do not call the Tathagata "Venerable." That will lead to long-term unhappiness. I have attained the nectar. I have become a Buddha. I am omniscient. I am all-seeing, etc. Finally, (the Teacher said) Did you not make such internal rules? Thus, he exposed their shortcomings. The signs of the heretics of those people immediately disappeared, and feeling ashamed and remorseful, they bowed their heads at the feet of the Teacher.
