After meeting, the Brahmin wrote: Gautama, to whom do you practice Brahmacharya? He replied: I have no teacher. There is no one like me. I am the only one who has attained perfect enlightenment, has become cool, and has exhausted defilements. After saying this, he was asked again: Are you an Arhat? He replied: I am the Arhat of the world, I am the unsurpassed teacher, including gods, asuras, and gandharvas, I have no equal. After saying this, he was asked again: Do you claim to be a victor? He replied: Whoever has attained the exhaustion of defilements, I am victorious over sinful dharmas, therefore I am the victor who has subdued sins. After saying this, he wrote again: Gautama, where are you going? He replied: I am going to Varanasi. After arriving at that bright city, I will light the lamp of Dharma for sentient beings who are like the blind. I will beat the great drum of Dharma for sentient beings who are like the deaf. After saying this, he went to Varanasi to beg for alms. After finishing the meal, he went to the Deer Park at Ṛṣipatana, where the five monks were staying. There, the five monks saw the Tathagata coming from afar and said: The ascetic Gautama, who is lax, eats too much, and has fallen from renunciation, is coming here, let no one greet him, let no one rise, let no one take his robes and bowl, if he wants, let him sit on the remaining seat, etc., even though they had made internal rules. However, when the Blessed One arrived, unable to bear the majesty, the five monks all rose from their seats and honored him with reverence and great respect, and thus the initial rules of conduct were destroyed like a rope on the beach. There, the Blessed One sat on the prepared seat and delighted them with the nectar of his speech. The five monks asked: Venerable Gautama, with clear senses and completely pure skin, have you manifested the excellence of wisdom and vision? He replied: Do not call the Tathagata "Venerable," it will be unpleasant for a long time. I have attained the nectar, have become a Buddha, am omniscient, am all-seeing, etc. Finally, he revealed: Did you not make such internal rules? Then, they immediately lost the signs of heretics and felt ashamed and regretful.

Now, prostrating to the feet of the Teacher with the crown of my head, igniting the flames of confession for the accumulation of misdeeds. Generating certainty on the correct path, becoming a bhikṣu (monk) with the nature of virtue in the beginning, middle, and end, adorned with robes like a rainbow. Regarding this, allocating as if to householders. First, in the Vinaya-vastu (the basis of discipline) of the Mūlasarvāstivāda Vinaya, it says: In any case, one should train to wear the Dharma robes perfectly. Etc., complete with these precepts. Then, on the fourth day of the month of Chu-stod (sixth month in the Tibetan calendar), thinking about where to turn the great Dharma wheel? In the place where the Buddhas of the past turned the Dharma wheel, a thousand thrones of seven precious substances appeared. In order to generate respect and affection for the thrones of the three Buddhas of the past, he prostrated and circumambulated, and then on the fourth throne, he sat serenely without hesitation, as if wiping a golden statue. Then, the five bhikṣus also prostrated. When they sat with reverence, rays of light emanated from his body, and eighteen auspicious signs appeared. The stream of suffering was cut off. Inconceivable beings such as Buddhas and Bodhisattvas of the ten directions, as well as gods, nāgas, yakṣas, gandharvas, asuras, garuḍas, etc., arrived in an instant, prostrated at his feet, and sat down. At that time, Brahma offered a thousand-spoked wheel made of gold, adorned with all kinds of forms, which had been used by the Buddhas of the past, and with a joyful mind, he requested the turning of the Dharma wheel. At that time, a pair of golden-colored Ruru deer emerged from the grove and gazed at the top of the wheel and remained there. The assembled retinue also only gazed at the face of the Tathāgata (Thus-Gone One) and sat, while the Victorious One (the Buddha) remained silent in the morning. At noon, he began to speak. In the latter part of the night, he said to the five bhikṣus: "O bhikṣus, these two extremes should not be practiced by those who have gone forth, namely the extreme of indulging in desires and the extreme of laboring and suffering. Therefore, the Tathāgata, having abandoned these two extremes, teaches the Dharma of the Middle Way." With this, he opened their understanding, and with one utterance, he turned the first Dharma wheel—the Dharma wheel of the Four Noble Truths—in twelve aspects, appropriately teaching the three different vehicles of Dharma to each individual.
