I, this righteous king, greatly promoted the holy Dharma during his reign. In particular, the erudite Paṇḍita Śrī Ratnarakṣita, a master of bilingualism, Devendra, Śrībhadra, and others, accurately measured and meticulously recorded the scriptures enshrined in the Aphangtang Kame (འཕང་ཐད་ཀ་མེད་) Monastery, with eight syllables as a line, four lines as a verse (Sanskrit: śloka), and three hundred verses as the standard for a fascicle. This catalog, known as the Aphangtang Catalog (འཕང་ཐང་མ), which listed specific Dharma categories and items without error, was the beginning of compiling all translated holy Dharma in Tibet. Subsequently, the translator Paṇḍita Śrī Ratnarakṣita, Khon Klu'i Wangpo (འཁོན་ཀླུའི་དབང་པོ) of the Khon family, and others, also organized the translated scriptures and treatises enshrined in the great palace of Sangtang Denkar (སྟེང་ཐང་ལྡན་དཀར་) according to the previous verses and fascicle counts, and finally established the famous Denkar Catalog (ལྡན་དཀར་མ). Both of these catalogs state that the inner tantras of secret mantras were not included because they were considered highly important, referring to the three yogas of the Early Translation School (Nyingma). The Omniscient Ngawang Lobsang Gyatso (ཀུན་མཁྱེན་ངག་དབང་བློ་བཟང་རྒྱ་མཚོ) stated in the Aphangtang and Denkar catalogs: "The inner tantras of secret mantras were not included because they were considered highly important, which is another way of recognizing the tantras of the Early Translation School." Therefore, the so-called inner tantras or old tantras, in terms of translation into Tibetan, include forty-volume, thirty-volume, and twenty-five-volume versions, etc., and it is uncertain whether treasure transmissions are included, as well as the differences in how the scriptures are stored. This Dharma king ruled the country for seventeen lunar months (years), after which his eldest son, the lord Tri Relpachen (ཁྲི་རལ་བ་ཅན), who, as prophesied, possessed the form of Vajrapani, ascended the throne. He built the extraordinary Ona Changdo (འོ་ན་ཅང་རྡོ) Lhakhang in Kyimey (སྐྱིད་སྨད་). From India, he invited numerous Paṇḍitas such as Ācārya Jinamitra, Surendrabodhi, and Śīlendrabodhi. The Tibetan Khenpo Ratnarakṣita, Dharmatāśīla, the translator Jñāna, Jayarakṣita, and others translated countless Mahayana and Hinayana Buddhist teachings.

In the past, during the time of the ancestors, when the translators were translating the sacred Dharma, for those Buddhist terms that were unknown in Tibetan, among the named terms, some were inconsistent with the Buddhist scriptures and statements. The initial decree revised the translation of the Large Buddha Sutra, etc., and determined them through the revision of new terms, and modified the difficult-to-understand parts. The preciousness of language and words was also supplemented, and modifications were made in accordance with the teachings of the Mahayana and Hinayana. It also referred to the works of the great Khenpo Nagarjuna of Ghana and Vasubandhu, etc., and the statements. For the difficult-to-understand parts, the words were separated and explained, and logical arguments were made before being incorporated into the scriptures. For those words that were not suitable for separate explanation, they were also translated and named according to the pronunciation. For those words that should be named according to their meaning, their meaning was also emphasized and named, thereby determining the terms, and added to the catalog after being revised by decree. For example, in Kawanamo Che in the Apennine region, the Large Mother Sutra was modified and divided into sixteen sections. This shows that most of the Buddhist scriptures translated during the time of the ancestors were determined through the revision of new terms. In particular, the Vajrayana tantras, during the decree revision, the secret mantra tantras should be kept secret by the scriptures, because they should not be taught or shown to those who are not qualified, even if translation and use are allowed, if the ambiguous language is not thoroughly understood, and only used incorrectly according to the pronunciation, problems will arise. Therefore, it was warned that direct translation into Tibetan would also occur in the mantra tantras. From now on, except for Dharani and mantras that are granted and allowed to be translated by the master, mantra tantras and mantra words should not be directly translated. Such a strict order was issued. In addition, the special inner tantras such as Dzogchen, etc., have not become common objects of practice, so they have been placed under strict secrecy since the time of the prince's father. As said before, since they have not been publicized in the holy land either, they should be examined as if they were foreigners.
