如是说,往昔在圣地,国王无忧以王政布施僧团等,为了教法如何作侍奉,以及在此雪山之中,化现为怙主三尊智慧之相的法王祖孙三代等无垢的种姓,具有 श्रेष्ठ 肢体,青春焕发的威严,勇敢,以及,和,坚韧不拔,无欺的力量,不可摧毁的臂膀,无染的权势,无量财富的形态,坐骑和步卒,在众多生灵的头顶上抬脚践踏,对土地和区域以及城镇和巨大的城市周围,巨大的城堡和千眼楼阁的宫殿行使权力的主人,即使是这样,也如是说,龙树菩萨说:虽年轻却喜好寂静接近老年,虽已成为智者却没有知识的傲慢,虽有光辉却安忍且处于正定,无论达到何等高度也没有傲慢自大。如《亲友书》中说:吝啬、虚伪、贪恋和懈怠,以及慢、贪欲、嗔恨,种姓和容貌以及博学青春和,因权力强大而产生的骄傲,应视为如仇敌一般。如是说,安住于家的表面上的安乐并非美好,没有解脱,是生死之间的手,财富衰败交替,依靠轮回和恶趣之因并享用果报的自性,世尊再三宣说的众多过患所依,以追忆的厌离之利刃,对于执着于非福德且对因果之相盲目的束缚,完全断绝所需的欢喜而进入。如何安住呢?在《致亲友书》中说:依止善知识是梵行,完全圆满是能仁所说,因此,依止殊胜士,依止殊胜者,依止后众多获得寂静。如是所说,解脱和遍知的因果,也是仅仅依靠殊胜士善知识作为主人的缘。

As it is said, in the past, in the sacred land, King Ashoka bestowed the kingdom upon the Sangha, and how he served for the sake of the teachings. And here in the midst of the snowy mountains, the three Dharma Kings, who are emanations of the wisdom of the three protectors, and the unblemished lineage, possessing excellent limbs, the splendor of radiant youth, bravery, and, and, perseverance, uncheating strength, indestructible arms, unblemished power, limitless forms of wealth, mounts and foot soldiers, treading with their feet on the heads of many beings, ruling over the land and regions, towns and great cities, great fortresses, and palaces with a thousand-eyed pavilion. Even so, it is said, Nagarjuna says: Though young, he delights in tranquility near old age. Though he has become wise, he has no pride in knowledge. Though great in glory, he is patient and in a state of certainty. No matter how high he goes, he has no arrogance or pride. As it says in the Letter to a Friend: Stinginess, deceit, attachment, and laziness, as well as pride, desire, hatred, lineage and appearance, as well as learning, youth, and pride arising from great power, should be regarded as enemies. As it is said, the apparent happiness of dwelling in a home is not good, there is no liberation, it is the hand between birth and death, wealth and decline alternate, relying on the cause of samsara and bad states and enjoying the nature of the result, the many faults repeatedly spoken of by the Bhagavan, with the sharp blade of renunciation of remembrance, for the bondage of clinging to non-merit and being blind to the characteristics of cause and effect, entering into the joy needed to completely sever it. How to abide? In the Letter to a Friend, it says: Relying on a virtuous friend is celibacy. Complete perfection is what the Muni said. Therefore, rely on the superior person, rely on the superior one, and after relying, many attain peace. As it is said, the cause and effect of liberation and omniscience also depend solely on the virtuous friend as the master's condition.

Having understood the importance of land and resources, a Pandit emanation was invited from the great source of Indian Buddhism. He had mastered many teachings and was not ignorant of any aspect of Sutra and Tantra, his wisdom was inconceivable. He sought them with great difficulty, not caring for life or property, and the monasteries accomplished the translation of countless sacred Dharma of Sutra and Tantra, which became an integral part of the wish-fulfilling jewel-like Buddhist activities. As it is said in the "Sound and Grammar Compilation, Volume Two": "The Tantric scriptures should be kept secret by the government, and should not be explained or shown to those who are not qualified. It is also not allowed to translate and use them arbitrarily. If someone does not understand the obscure language and only understands and uses it incorrectly according to the literal meaning, problems will also occur. Some of the contents of the Tantric scriptures are too profound and have also been translated into Tibetan." Therefore, from now on, except for Dharani and Mantras that are personally taught by the Guru and allowed to be translated, the translation of other Tantric scriptures and Mantras is not allowed. Because the Great Vehicle Secret Mantra is not something that ordinary people can understand, it was placed under high secrecy as early as the time of Emperor Trisong Detsen (reigned 742-798). Later, in the Year of the Horse, when the prince Lhasras Tride Songtsen was in power, a new revision was made to the early translated scriptures, including the Tripitaka. At that time, it was also ordered to keep the Tantric scriptures secret, so the number of scriptures did not increase. In the past, in the time of the ancestors, some Buddhist terms were not known in Tibet, and were simply named arbitrarily, which was inconsistent with the science of language. The contents that were difficult to understand were not separated word by word, but emphasized the subject, or emphasized the meaning, but these were not corrected by the collation, so some contents could only be explained in Sanskrit, and some could not, the situation varied. In the earliest catalogs, the "Phangthang Catalog" and the "Denkar Catalog", because the Tantric scriptures were very important, they could not be listed here for the time being, and the scriptures of the three Yogas were also kept secret by the government. These reasons led to the decline and slackening of the Dharma.
