Since both can be accomplished, I will not analyze them separately here. Similarly, for the lower three classes of tantras, although, as stated in the Great Commentary on the Kalachakra, there are fourteen definite numbers, it can be examined whether or not they can all be summarized as root downfalls. For example, in the case of Kriya Tantra, it is said in the Secret General Tantra: "From today onwards, all of you should have extremely firm faith in the Buddha, Dharma, and Sangha, as well as the Bodhisattvas, and the assemblies of mantras and vidyas. Always have a special liking for the Mahayana. Respect those who have vows, friends, and gurus. Do not hate all the deities, and make offerings at appropriate times. Do not worship the scriptures of other teachers, and always offer hospitality to unexpected guests. For all sentient beings, keep the mind of loving-kindness extremely firm. Those who delight in the Mahayana should diligently accumulate merit. Strive to recite mantras, and diligently practice secret mantras. Also, protect the vows taught in the secret mantra tantras. Do not give mantras and mudras to those who do not have vows. Protect the secret mantra tantras well, and also realize them yourself." That is to say, if the aspects that are inconsistent with this violate the vows, then the first root downfall of the Unsurpassed, the third, the fourth, the fifth, the seventh, and the thirteenth, some are directly indicated, and some are indirectly indicated. In particular, "Also protect the vows taught in the secret mantra tantras," from this it can be determined that all the root downfalls are included in it. Similarly, the fourteen mentioned in the Charya Tantra are stated in the Abhisamayalankara: "These ten are the root of all the trainings of a Bodhisattva practicing in the secret mantra path, so they are called the basis." This refers to the precepts of abandoning the ten non-virtues, and on top of that, as quoted earlier, the four root downfalls should not be completely abandoned even for the sake of life. This is because the four root downfalls are directly indicated. In the Yoga Tantra, in the Great Illumination Sutra, it says: "The precepts of all the Tathagatas are, as all the protectors of the three times, निश्चित (Tibetan: ངེས་མཛད་པ།, Sanskrit Devanagari: निश्चित, Sanskrit Romanization: niścita, Chinese literal meaning: determined) to enlightenment." And so on, this explains the holding of the vows of the five families, the Tathagata

The discipline of the lotus family is not to abandon taking refuge in the Three Jewels, totaling three. The vajra family is the vajra bell and mudra, relying on the master, totaling four. The ratna family is not being stingy with the Dharma and wealth, fearlessness, loving-kindness, and generosity, totaling four. The lotus family is upholding all the supreme Dharma, totaling one. The karma family is not abandoning those vows and being diligent in the activities of offering, these two combined total fourteen. Among these, abandoning the Three Jewels is equivalent to the root downfall of the Sugata who has passed away, which is likely to occur in most cases. Because the nature of the second root downfall of the Unsurpassed, it must be something that transcends any of the three vows. Therefore, the samaya here is the discipline of mantra. In particular, the samaya of the vajra family is the same as the thirteenth root downfall of the Unsurpassed. Similarly, the root downfall of despising the form of women, such as Vajrayogini, is also the same as the fourteenth of the Unsurpassed. Therefore, following the view of the Great Commentary on the Kalachakra, those who believe that the four tantras are related to the four root downfalls in the same number, and are roughly the same in essence, are wise people who are able to measure the boundaries of the vows to be protected. Like this, as the definition of samaya, it is said in the seventh chapter of the Compendium of Contexts: The supreme one is the Buddha, because it is the word spoken from his mouth, so it is the activity of proclaiming the supreme Dharma. Like this, for its nature, to promise with a firm mind is named with the term discipline, as it is said in the Later Tantra of the Essence of the Heart: Whoever never violates firmness, even in dreams recites the samaya, the promise is considered to be discipline. Even so, the fourteen root downfalls of the Unsurpassed are gathered together from all the upper and lower tantras, those who are merely root downfalls. The other fourteen besides that are: Failure is explained in detail in the sutras, it should not be abandoned, it is called a root downfall. Such vows are taught to be diligently guarded. A yogi would rather die or give up his life, if he does not always guard his vows, a person who practices mantra will fall into the lower realms.
