In the Garland of Light from the Ways of Distinguishing the Earth it says: "Also, some proclaim that the three vows, like land, water, and boats, are the foundation and basis. This is a mistaken notion." Great accomplished one Ashvaghosa and Master Kukkutapada, and others, refute this point in many ways. That is to say, It explains the difference between those of sharp faculties who enter directly from the mantra vow, those of middling faculties who enter from the bodhisattva vow, and those of dull faculties who enter gradually. In the case of the latter, the Two Examinations Tantra says: "How are beings without fortune, difficult to tame, to be tamed? The Bhagavan taught: First, give the sojong and give alms." Therefore, most of those who are not vessels for mantra from the beginning, or who are gradually led to practice with devotion, have not turned away from seeing things as real and have become subject to the control of consciousness, so it is impossible for the two lower vows to be transformed into mantra simply by receiving empowerment. If, at the time of receiving empowerment, the path of seeing arises based on the wisdom of example, that is not the actual path of seeing taught after attaining the supreme dharma, so even if it arises in the first moment, it often ceases in the second, and the way of transformation also follows after that. Those who do not understand this point say in the Secret Conduct Tantra: "For example, a stone turns into copper, and copper into the form of gold. Copper is useless when it is copper, and when it becomes gold, the copper disappears. For a bhikshu among the vidyadharas, the pratimoksha and bodhicitta, the Buddha himself did not say that these two exist together." They are confused about measuring the meaning of this passage, and mistakenly believe that the pratimoksha and bodhicitta disappear at the time of the mantra vow. They compare the three vows to putting water into water, but water is one substance from the beginning. The texts of the Hundred Thousand Verses and the Conduct Tantra say that substances and characteristics are different, and cannot become their own essence, but can be made compatible through melting and refining. This shows that the views of both the Great and Small Vehicles are attached to reality, and are not skilled in using skillful means, and that the mind with conceptual thoughts is transformed by skillful means, wisdom, and the conduct of great equality, which is clearly explained in the transformation of the head. Therefore, the wise ones believe that after the three vows are transformed, the essence is the same, but the characteristics are different.

One should not seek opportunities to find fault with the treatises of those who have seen the truth of the great nature of reality. If one does not even acknowledge that the nature of discipline and vows, which are conditioned, is transformed from the conduct of the Great Equality Dharma into the ultimate state of purity, then, as stated in the Ornament of the Middle Way: 'Through discipline, one goes to the happy realms; through view, one attains the supreme state. Discipline is easily lost, but view is not like that.' Therefore, all conditioned truths of the gradual path are followed by emptiness, and there is nothing that is not. Moreover, the discipline of that path is also contradicted by the words of the noble teacher Āryadeva: 'For whom emptiness is possible, for them everything is possible. For whom emptiness is not possible, for them nothing is possible.' Furthermore, since the three vows reside only as distinct entities within the five aggregates of appropriation and the nature of conditioned existence, within the womb of the eight collections of consciousness, then the Enjoyment Body Buddhas, the eight close sons, and the great accomplished ones such as the great yogi Saraha, Padmasambhava, and Śawaripa, would also become sinners for abandoning the conduct of monks, and they would inevitably experience common and individual downfalls. Saraha said: 'Alas, I am a Brahmin, and I engage with a bamboo woman.' And: 'Until yesterday, I was not a monk; from today onwards, I am a monk. Wrathful deity) is the supreme monk!' Because after that he served as the abbot of Nāgārjuna. Thus, in the Noble Collection it is said: 'If a Bodhisattva practices the path of the Victorious Ones, saying, "These beings are disciplined, these beings are immoral," engaging in various perceptions, they are extremely immoral. Their discipline is lost, and they have no true discipline. For whom there is no perception of self, no perception of sentient beings, and whose perception is free from desire, where is there discipline or non-discipline? For whom there is no arrogance of discipline or non-discipline, this is what the Tathāgata has taught as the discipline of vows.' Although this is so, the unconditioned, unsurpassed discipline is the natural domain of activity for the great yogis who have seen the truth of the noble ones, and it is not the self-experience of ordinary beings.
