For example, the etymology of establishing samaya is from the seventh chapter of the Sekoddeśaṭīkā: "The noble one is the Buddha, because it is the word spoken from his mouth, therefore it is the activity of proclaiming the noble dharma." The way of vowing with a mind that diligently possesses its nature is named with the term "vow," as stated in the Uttaratantra: "Whoever does not transgress from diligence, and speaks of the samaya even in dreams, vowing is considered a vow." It is like that. Even so, the fourteen root downfalls of the Unsurpassed are a collection of those who are solely root downfalls from all the upper and lower tantras.
