In whatever way, it is necessary to grasp through methods such as wisdom and samadhi, and to ensure that the acceptance and rejection of dependent arising, which becomes an antidote to afflictions, is not mistaken, so that it does not become an obstacle on the path. For example, when a peacock sustains itself with whatever conduct it has, poisonous food is transformed into nourishment, and even its feathers become beautiful to look at. However, if another person takes possession and gives that food, it is like losing one's life. If one does not grasp with method and wisdom, merely entering the mantra path does not allow one to practice conduct literally. Differentiating: Among them, the difference between samaya and vows is that samaya should not be transgressed, and vows are the certainty of what should and should not be done. The essence is the same, but it is differentiated by the opposite aspect. As it is said in the Tantra of the Seventh Chapter of the Compendium of Sequences: 'Whatever is the samaya of the Buddha is the vow of sentient beings, and whatever is the samaya of sentient beings is the vow of the Buddha.' The first of these refers to the fact that the Buddha, with the nature of the samaya of great equality, does not transgress whatever is the abandonment and antidote in the realm of sentient beings, and therefore has the nature of the vows of the path. As it is said in the Tantra: 'Method is the vow of bliss.' The second refers to the fact that the samaya that sentient beings should not transgress in samsara, for the Buddhas, all dharmas are the essence of self-appearing wisdom, abiding in the mantra vows of the result tantra. As it is said in the Tantra: 'Thereafter, all dharmas are one vow, called Vajrasattva.' And in the Drum of Lightning Tantra: 'Since all dharmas are primordially pure, wrong thoughts are primordially completely pure, therefore the vows are completely pure.' If it is said that such vows and samayas are the state of learning the path and have no connection with the Buddha ground, then it is also unreasonable to differentiate the four great bodhicittas in the Ornament of Sutras and to explain the bodhicitta that has abandoned obscurations on the Buddha ground. Even so, in the commentary on the Hundred and Fifty Verses, it is said: 'Samaya should not be transgressed, vows are the certainty of what should and should not be done.' That is to say, all the parts that cannot be transgressed, such as making aspirations and entering, are all samaya, and everything that must be accepted or rejected after analyzing what is permitted and prohibited is established as the meaning of vows.

Since the root downfalls are not explained in the two, Kriya and Charya, it is a samaya. Anuttara is related to the root downfalls, so it is a samvara. For this reason, it is only an appearance to think that there are also those who have samaya in the continuum of the mantra samvara that has been lost. Like this, the nature of the samvara of the two, Kriya and Charya, is also the entering samvara of the Bodhisattva, and it is also said to be a root downfall, as it is said in the Manifest Enlightenment of Vairochana: From today onwards, you, my child, for the sacred Dharma and Bodhicitta, even for the sake of life, from now on, you should not abandon it. You should not be stingy, nor should you harm sentient beings. These samayas, the Buddha has explained to you with good conduct. And so on. If asked how it is established as a root downfall? In the same treatise it says: The four root downfalls should not be violated even for the sake of life. Thus, these four are explained as root downfalls. Similarly, in the Root Tantra of Manjushri it says: These five are shown to be root downfalls. Thus, five root downfalls are explained. Furthermore, since both the Manifest Enlightenment and the Well-Accomplished Treatise explain the taming with mantras, therefore, after having received the empowerment, the mantra samvara that arises from relying on it is also the same in going and returning. Therefore, samvara and samaya are only different in terms of what is to be refuted, but their nature is not different, as it is said in the vows of the five families: The ten samayas of the Buddha family, from the time I generate the mind and take the vows, I will not abandon the Three Jewels. This is the samvara of the Buddha family. It is also said in this way for all five families. Now, at the beginning of distinguishing their respective natures, the common point of all is that without having obtained the mantra samvara, and for madness and so on, if the consciousness does not abide in its own nature, there is no downfall and no accomplishment. Having the mantra samvara, and not having degenerated or abandoned it, and the wisdom abiding in its own nature, that is the container for both downfall and accomplishment. Like this, for those who are not bound by samvara, as the basis of the person, from the aspect of the natural fault, there is neither accomplishment nor downfall from the aspect of the prohibited and transgressed, just as beggars and harmers have neither dominion nor taxes. Therefore, if it is protected, it will increase and accomplishment will be obtained, and if it is degenerated, it becomes a container for downfall, that is, the wisdom that has obtained the mantra samvara and has not degenerated abides in its own nature, for madness and confused consciousness.
