Having explained the differences in actions, now is the way to distinguish the individual natures. If distinguished, they are the action and conduct tantras. The deities of the heroes and heroines are the vidyā-mantras and dhāraṇī-mantras. Actions are like a lord and servant, conduct is like brothers and friends. In terms of action, accomplishment is also achieved through the manner of lord and servant, without self-generation, placing oneself in a lower position. Some have it, but mainly show the front generation. External actions mainly involve bathing and cleanliness. Accomplishment is desired after accomplishing in a superior and inferior manner. In general, the divisions of mantras include vidyā-mantras, dhāraṇī-mantras, and secret mantras, which are considered to exist in three natures: method, wisdom, and non-duality. In the tantras that establish the intention, it says: The divisions of all secret mantras should be known as threefold: vidyā-mantras are the nature of method, dhāraṇī-mantras are the nature of wisdom, and secret mantras are non-dual wisdom. From this, it can be seen that outsiders cultivate method and wisdom in sequence, merely the generation and completion stages. The action and conduct tantras are the heroes and heroines, the deities of vidyā-mantras and dhāraṇī-mantras. Among the two ways of accomplishing these in the manner of lord and servant, and brothers and friends, the first, the action tantra belonging to dhāraṇī-mantras, is stated in "The Lamp of the Three Ways": Due to the habitual imprints from previous lives, it is impossible to keep the mind steady without actions such as being in a deserted forest place, bathing, drawing mandalas, making offerings, performing fire pujas, practicing austerities, and reciting mantras. Therefore, the action tantra is taught. Furthermore, those who possess a mind strongly attached to suchness can also attain wisdom through the actions spoken by the Sugatas due to the power of faith, and thus are dependent on actions. For them, the fundamental tantra is taught, which does not have a great many branches of action. So it is said. Here, the root tantra has the same meaning as the conduct tantra, so the teacher Buddha Guhyaka calls it the conduct tantra, but it does not have that nature, because it is in accordance with the explanation that it is a combination of action and yoga. In the explanation of the Jewel Compilation, the intention of explaining the action tantra as a special or dual tantra is limited to that extent. Otherwise, the root tantra is the Manifest Enlightenment of Vairocana, and the explanatory tantra is The Elephant

The source of specifically designating the tantras that equally show wheels, etc., is only following the third chapter of the Compendium of Practices. As it is said in Rangshar: "View is viewed with yoga, conduct is practiced with kriya. Therefore, it is known as the tantra of both." Therein, the path of the Action Tantra is summarized by the four doors of practice in the Adornment of the Good Arm: the entering conduct, making one suitable as a vessel for empowerment; the conduct of practice, propitiating the deities of the three families; the accomplishing conduct, diligently reciting with material and conditions complete; the accomplished conduct, achieving the vidyadhara who is inseparable from the deity, the sky-goers, and then, relying on that, practicing the six perfections of mantra, ultimately uniting with the body, speech, and mind of the deity, thereby manifesting the state of Vajradhara of the three families. As it is said in Heruka Galpo: "In seven lifetimes, one becomes a Buddha, the protectors of the three families tame beings." That is, when the vidyadhara is accomplished, it remains for each kalpa, so the seven lifetimes here and the attainment of the result in eight great kalpas spoken of in the Action Tantra's own system should be understood how to combine. Moreover, it is not the case that there is absolutely no inner samadhi practice in that Action Tantra, for many external branches of action such as fasting are aimed at as a means of accomplishing meditation, as it is said in the Good Arm: "Having eaten at the time, having bathed at the time, rosaries, flowers, lamps, incense, and fragrance, having offered offerings without meat and alcohol, sitting on a kusha seat, one begins recitation. For the sake of accomplishing the bliss of meditation, the Thus-Gone One subsequently taught fasting." And as it is said in the tantra: "The purity of body and speech, the third is the purity of mind, the fourth is speaking truthfully, the fifth is taught as external purity." Therefore, the purity of mind can be summarized as samadhi, and since the method is not obstructed, it is not possible to deny that fasting, etc., are taught as different from deity meditation. As it is said in the commentary on the Manifest Enlightenment of Vairochana: "Although the Action Tantras are mainly external practices, it is not the case that there are absolutely no internal practices." That is, the vessel for cultivating the path
