The three Dharma robes are so called because they possess the discipline and manner of wearing the three robes: the patched-up robe, the upper robe, and the lower robe. The one who wears felt is the one who is content and has few desires, wearing what is known in the world as felt, made from wool that has not been woven. The one who dwells as he finds is the one who is not satisfied with whatever bedding he finds, but is free from attachment and desire for fine bedding, and dwells as he finds. The one who dwells in the charnel ground is the one who dwells fearlessly in the charnel ground in order to feel revulsion and to protect himself from carelessness. The one who dwells at the foot of a tree is the one who dwells at the foot of a tree, having abandoned sheltered places, and who has a sense of impermanence from the changes of the four seasons. The one without shelter is the one who dwells in a place that is not a dwelling, where the light of the sun, moon, and stars and their reflections are not obscured. Having thus trained and taken up the qualities perfectly, one should not praise oneself, disparage others, or follow the path of the non-virtuous. Now, in order to show the permissible things that are implied as an aside: Here, apart from the seventeen defeats and remainders, The blessing of improper enjoyments is as follows: If one needs to consume food at the wrong time, One should take delight in a land with unpleasant sounds, Likewise, for bathing, if one is sick and has extra clothes, Or improper white clothes, Or is impoverished and distressed by leather, etc., One should think that it is permitted in order to protect one's life, And meditate that touching jewels to offer to the Three Jewels, Is permitted for the sake of benefiting sentient beings. One should regard as permissible what is not permitted and not forbidden. Thus, apart from the four defeats and the thirteen remainders of the sangha, etc., If one cannot accomplish even the minor precepts in any way, then the way to generate the mind and bless them is as follows: Food at the wrong time, or, If one needs to eat again and again, In general, among the four kinds of ethics: nature, dharma, vows, and abandonment, Those in the north with unpleasant sounds are those who have ethics by nature, so one should generate the mind and enjoy them in that land, If one bathes at the wrong time, one should think that bathing is permitted in order to prevent the fault of being sick, And meditate like that. If one has extra clothes, or improper white clothes, and needs to use leather, etc., one should use clothing and seats

Thinking that because of poverty and weakness from the cold, life is at stake, one should think, 'I will enjoy it this time.' If it is necessary to accumulate and possess wealth, one should think that it is for the purpose of offering to the Three Jewels and benefiting sentient beings. Furthermore, regarding permissions and prohibitions not explicitly stated, those not mentioned in the scriptures, it is said in the Miscellaneous Vinaya: 'Monks, I have extensively taught the Vinaya to you, but not in brief. However, listen also to the brief. Monks, I have neither permitted nor prohibited anything to you from the beginning. If it is suitable and close, and prevents what is unsuitable, then it should be considered suitable. If it is unsuitable and close, and prevents what is suitable, then it is unsuitable and should not be universally used.' This is easy to understand. As it is said in the Three Hundred Verses: 'For what is neither permitted nor prohibited, one should examine and accept it in accordance with what is said. This lamp called the Concise Vinaya, the Tathagata has also said.' In short, the Sarvastivadins, the Mahasanghikas, the Sthaviras, and the Mahasammatas, for all the precepts of these four schools, it is impossible for the Teacher's enactments not to cover them, therefore, they have authority over all the precepts. Thereupon, one hundred and thirty years after the Teacher's Nirvana, the adversary of all evil demons, in the guise of a monk, created a great schism in the Sangha with five bases, leading to the fundamental division into two schools, namely the Sthaviras and the Mahasanghikas. Due to the schism, the Sthaviras had ten schools, and the Mahasanghikas had eight schools. During sixty-three years, the Sangha was divided and in a state of confusion, until finally the son of the Sthavira Sthanamati correctly compiled the teachings. At that time, the division of the Sangha was not a division of the Dharma wheel, as it is said in the Abhidharmakosha: 'In the beginning and the end, and in the faults of the previous Teacher, and in places where boundaries have not been demarcated, a division of the Dharma wheel does not occur.' Therefore, the divider is a monk with views and conduct, not in front of the Teacher.
