One should commit to dwelling and use skillful means. If one commits to dwelling in a place other than Gro-zhin and Khrums-stod, it is not valid, and a commitment of less than three months is also not allowed. Generally, if one has not committed to dwelling, one is not allowed to leave the dwelling place, which is very important. As it is said, therefore, even if one specifically vows to dwell here where there is nowhere else to go, it is valid, because it does not contradict the meaning. If, for the sake of a Dharma-related activity, it becomes necessary to leave the boundary from the first to the seventh night, then before that, one must remove the number of days and receive blessings in the presence of a monk with nine qualities. Without being blessed, one must not let dawn break outside. As it is said. If dawn breaks, one will incur the fault of breaking the summer retreat. Even if one only goes out during the day, if one unnecessarily crosses the boundary, one will incur the minor offense of setting out on a journey; and if one exceeds the limit of a loud shout, one will incur a heavier fundamental offense. Generally, the blessing of the seventh day should not exceed forty days, and some also believe that even the six days before the end of the summer retreat, the blessing is not valid, which is a clear statement. However, for matters such as reconciling a million monks, if one strives to accomplish it but it is not completed, there is no fault until then. Third, the basis for the lifting of restrictions: When the Teacher was dwelling in Jeta Grove in Shravasti, because monks in a certain place had made a vow of silence and were observing the summer retreat, it was permitted to lift the restrictions on the Sangha observing the summer retreat through the three means of seeing, hearing, and suspecting. The definition is: as one of the three bases, it arises through the manner of the summer retreat that completely purifies the Dharma, and therefore it is offered with the mantra of distinguishing the occasion. Among these, for the lifting of restrictions on the vows taken before and after the summer retreat, if there is any conflict from the middle of the autumn month (September in the Tibetan calendar) or from the first half of the second lower month (October in the Tibetan calendar) to only about seven days, then request forgiveness, and decorate the temple, etc. On the night of the fourteenth, determine the Dharma. On the day of the fifteenth, all the Sangha gather together, make great prostrations to each other, stand with palms joined, and say: Please forgive all the things that have been contrary to the mind of the Sangha during the summer retreat.
