ཕྱོགས་བཞིའི་དགེ་འདུན་ལ་ཕུལ་བ་འཕྲོག་གམ། འཕྲོག་ཏུ་འཇུག་པ་འདི་ནི་ལྟུང་བའི་རྩ་བ་དང་པོའོ། །གང་ཡང་ཆོས་སྤོང་ཞིང་འགོག་ཏུ་འཇུག་སྟེ་ཉན་ཐོས་ངེས་པར་འབྱུང་བར་བཤད་པའམ། ཐེག་པ་ཆེན་པོ་ངེས་པར་འབྱུང་བར་བཤད་པ་སྤོང་ཞིང་འགོག་ཏུ་འཇུག་པ་འདི་ནི་ལྟུང་བའི་རྩ་བ་གཉིས་པའོ། །གར་ཡང་ངའི་ཕྱིར་རུང་སྟེ། སྐྲ་དང་ཁ་སྤུ་བྲེགས་ནས་གོས་ངུར་སྨྲིག་གྱོན་པ་བསླབ་པ་བཟུང་ཡང་རུང་། །མི་དགེ་བ་བཅུའི་ལས་ཀྱི་ལམ་ཡང་དག་པར་འཛིན་དུ་འཇུག་སྟེ། འདུལ་ཞིང་འཇུག་པ་འདི་ནི་རྩ་བའི་ལྟུང་བ་ལྔ་པའོ། །དེ་ལ་རྩ་ལྟུང་དང་པོ་ནི་གོ་སླ་ཞིང་། གཉིས་པ་ནི། ལུང་གི་ཆོས་སྡེ་སྣོད་གསུམ་དང་། རྟོགས་པའི་ཆོས་བསླབ་པ་གསུམ་དུ་གཏོགས་པའི་བཀའ་དངོས་སམ། དེའི་དོན་རྣམ་པར་དབྱེ་བའི་བསྟན་བཅོས་ལ་ཆོས་སྐྱོབ་ཀྱི་ཡོན་ཏན་དང་ལྡན་པ་དག་པ་འདི་ནི་ཐར་པ་ཐོབ་པའི་ཐབས་མ་ཡིན་ནོ་ཞེས་རང་ངམ། གཞན་ལ་བརྟེན་ནས་སྤོང་བའོ། ལྗོངས་འཇོམས་པ་དང་། གྲོང་ཁྱེར་འཇོམས་པ་དང་། ཡུལ་འཁོར་འཇོམས་པར་བྱེད་ པ་འདི་ནི་ལྟུང་བའི་རྩ་བ་གཉིས་པའོ། །ཡང་བློན་པོ་གང་ཆོས་སྤོང་བ་སྟེ། །ཉན་ཐོས་ངེས་པར་འབྱུང་བ་བཤད་པའམ། །རང་སངས་རྒྱས་ངེས་པར་འབྱུང་བ་བཤད་པའམ། ཐམས་ཅད་མཁྱེན་པའི་ཡེ་ཤེས་ངེས་པར་འབྱུང་བ་བཤད་པ་སྤོང་ཞིང་འགོག་ལ། སུབས་པར་བྱེད་པ་འདི་ནི་ལྟུང་བའི་རྩ་བ་གསུམ་པའོ། །ཡང་བློན་པོ་གང་བཅོམ་ལྡན་འདས་ཀྱི་ཕྱིར་རབ་ཏུ་བྱུང་བ་ཚུལ་ཁྲིམས་དང་ལྡན་ཡང་རུང་། ཚུལ་ཁྲིམས་དང་མི་ལྡན་ཡང་རུང་བ་ལ་འཚེ་སྟེ། གོས་ངུར་སྨྲིག་འཕྲོག་གམ། ཁྱིམ་ན་གནས་པར་བྱེད་དུ་འཇུག་གམ། བཙོན་རར་བཅུག་གམ། ཆད་པས་ནོར་འཕྲོག་གམ། སྲོག་དང་འབྲལ་བར་བྱེད་དུ་འཇུག་པ་འདི་ནི་ལྟུང་བའི་རྩ་བ་བཞི་པའོ། །ཡང་བློན་པོ་གར་མཚམས་མེད་པ་ལྔ་ལས་གང་ཡང་རུང་བའི་སྡིག་པ་ལ་སོགས་པ་འདི་ནི་ལྟུང་བའི་རྩ་བ་ལྔ་པའོ། །ཡང་བློན་པོ་གང་གིས་ལྟུང་བའི་རྩ་བ་ལྔ་པོ་འདི་དག་ལས་གང་ཡང་རུང་བ་ཞིག་བྱས་ན། བློན་པོ་དེ་དགེ་བའི་རྩ་བ་སྔོན་བསྐྱེད་པ་ཐམས་ཅད་ཆུད་གཟོན་པ་ཡིན་ནོ། །ཞེས་གྲོང་ནི་ཁྱིམ་གཅིག་པ་དང་། ལྗོངས་ནི་མི་རིགས་བཞི་གནས་པ་དང་། གྲོང་ཁྱེར་ནི་གཟོ་སྣ་བཅོ་བརྒྱད་ཡོད་པ་དང་། གྲོང་རྡལ་ནི་ཚོད་པ་མང་པོ་འདུ་བ་དང་། ཡུལ་འཁོར་ནི་ཡུལ་ཙམ་པ་ཀ་ཞེས་པ་ལྟ་བུའི་ཡུལ་ཆེན་པོ་རྣམས་འཇོམས་པའོ། །ཕལ་པ་ལ་ངེས་པ་བརྒྱད་ནི། བློ་མ་སྦྱངས་པའི་གང་ཟག་གམ། །སྦྱངས་པ་ཙམ་ལའང་མ་ངེས་ཏེ། །སྟོང་པ་ཉིད་ཀྱི་དངོས་གནས་ཚིག་ལམ་དུ་འཁྲུལ་ནས་སྐྲག་པ་སྐྱེ་བའི་རིགས་ཡོད་པས་དེ་དག་ལ་སྒྲ་ཇི་བཞིན་བསྟོན་པ་དང་། ཐེག་པ་ཆེན་པོའི་རིགས་དང་ལྡན་པ་དག་ལམ་དེ་ལ་ཞུགས་པ་ན་ཉན་ཐོས་ཀྱི་བཅས་པ་གཟུགས་ཅན་ལ་བསྔགས་པ་བརྗོད་ནས་ཐེག་དམན་གྱི་སྡེ་སྣོད་ལ་སེམས་བསྐྱེད་དུ་འཇུག་པ་དང་། ཉན་ཐོས་ཀྱི་རིགས་ཅན་རང་གི་བློ་ལ་གདོད་ནས་གྲུབ་ ལས་དང་པོ་པའི་ཀུན་སློང་གི་ཆ་ནས་ཐེག་པ་ཆེན་པོ་ལ་ལུང་དུ་མ་བསྟན་པའི་གང་ཟག་གི་བློ་གཟིངས་ཀྱི་ཁ་ལོ་བཞིན་དུ་བསྒྱུར་ནས་ཐེག་པ་ཆེན་པོ་ལ་བསྟོད་ནས་ཉན་རང་གི་ལམ་འདོར་དུ་འཇུག་པ་དང་། གཞན་དང་གཞན་གྱིས་བདག་ཡོན་གནས་བཟང་པོར་མཐོང་དུ་རེ་ནས་བདག་གིས་ཁྱད་པར་ཟབ་མོ་མ་རྟོགས་བཞིན་དུ་རྟོགས་སོ་ཞེས་མི་ཆོས་བླ་མའི་རྫུན་གྱིས་གཞན་མགོ་བོ་བསྐོར་བའི་རིགས་དང་། Whoever abandons the Dharma and prevents others, saying that the Hearer Vehicle is the path to definite liberation, or saying that the Great Vehicle is the path to definite liberation, abandons and prevents others, this is the second root of downfall. Wherever, for my sake, having shaved their hair and beard, wearing robes, whether they have taken vows or not, whether they have broken vows or not, whether they possess vows or not, taking away their robes, or making them stay in lay life, or inflicting bodily punishment, whipping, or imposing fines, or throwing them into prison, or causing them to lose their lives, this is the third root of downfall. Any kingly lineage, if intentionally killing a mother, or killing a father and the Hearer Arhat of the Bhagavan, or causing dissension in the Sangha, or intentionally causing a Tathagata to bleed with malicious intent, any of these five inexpiable actions is the fourth root of downfall. Any kingly lineage, if speaking falsehoods without reason, and being distracted by the next world, completely adhering to the path of the ten non-virtuous actions, and many other sentient beings also completely adhere to the path of the ten non-virtuous actions.

The second is, the Buddha's words that belong to the three baskets of scriptures and the three trainings of the Dharma of realization, or the treatises that distinguish their meanings, for those who possess the qualities of protecting the Dharma, saying that this is not the method to attain liberation, abandoning it oneself or relying on others. The third and fourth are also easy to understand. The fifth is, like the verses spoken by the naked ascetics: Who sharpened the thorns? Who painted the peacock's feathers? Everything arises from no cause. Like this, thinking that there is no cause, thereby slandering the result, the wrong view arises merely from the mind, cutting off the roots of virtue, entering the path of the ten non-virtuous actions. The five certainties of a minister are from there. Again, the root of a minister's downfall is five, what are the five? If a minister steals the property of a stupa, or of the Sangha, or of the Sangha of the four directions, this is the first root of downfall. Also, destroying villages, destroying regions, destroying cities, destroying places This is the second root of downfall. Also, if a minister abandons the Dharma, that is, abandons and prevents the declaration of the definite departure of the Shravakas, or the declaration of the definite departure of the Pratyekabuddhas, or the declaration of the definite departure of the omniscient wisdom, and smears it, this is the third root of downfall. Also, if a minister harms those who have renounced for the sake of the Bhagavan, whether they have precepts or not, steals the robes, or makes them live at home, or puts them in prison, or steals property with punishment, or causes them to lose their lives, this is the fourth root of downfall. Also, if a minister commits any of the five inexpiable sins, etc., this is the fifth root of downfall. Also, if a minister does any of these five roots of downfall, then all the roots of virtue previously accumulated by that minister will be exhausted. A village is a single household, a region is a place where four races live, a city is a place where there are eighteen kinds of craftsmen, and a town is a place where many markets gather, also.
