Then, empowerments are conferred in the mandalas of the second category of tantras, the Action Tantras. The characteristic of this tantra is: to take the bliss of smiling and laughing as the path, with the means and retinue that protect from mental signs and conceptualizations. In terms of meaning, it is derived from the sound "Ubhaya Tana," meaning the tantra of both, or called the Action Tantra. Because external physical and verbal actions and internal samadhi are practiced equally, and both have the same basis, it is called that. In terms of classification, there are the Body Tantra, which is the Tathagata family; the Speech Tantra, which is the Padma family; and the Mind Tantra, which is the Vajra family, totaling three. The stages of the path of these three are also summarized by three practices: The entering practice is: externally, entering, maturing through empowerments with names such as water crown, vajra bell, and abiding in vows; internally, entering, meditating on the yoga of deities with signs, and the ultimate bodhicitta distinguished by the three modes of entering, abiding, and rising without signs. The combining practice is: relying on internal and external recitations, meditating on the samadhi of tranquility and insight. The accomplishing practice is: relying on substances, mantras, and meditation, accomplishing knowledge holders, miracles, and clairvoyance, etc., and combining them with the ultimate result through that basis. Among these, regarding the wrathful deity of the compassionate family, the glorious Vajrapani, first, the second Buddha Nagarjuna, relying on the Dharani Sutra of the Blue Clad One, well explained the Vajrapani Sutra tradition of the nine-deity mandala, and then conferred empowerment. 16) Vajrapani Drosang tradition. Then, empowerment is conferred in the mandala of the sixty-nine deities of the Vajrapani Drosang tradition. Among the nine or six great qualities of Vajrapani, this is called the greatness of Drosang Dharmapala, as the Dharmapala, all the great kings are the retinue of the Hearer's Son (Vaishravana), appearing infinitely. 成就殊胜已。依于大成就者弥扎佐吉所传之教规而修持,17)金刚手甘露滴。于金刚手甘露滴五尊之坛城中灌顶。此尊显现为身着蓝色衣裳,忿怒之相,三面六臂之形。特赞其能调伏凶猛夜叉、龙、恶毒地神等。如是灌顶,依于大成就者弥扎之教规而修持。18)金刚手蓝衣尊略法。于此金刚手略法的坛城中灌顶。 一般来说,诸佛之意,就其不分别之智慧自性而言,虽是远离一切戏论之法身,然以形相之色身,面容手印之形式显现者,即是此秘密主。特别是,为了聚集诸佛菩萨之威力,对于调伏邪见外道、凶恶鬼神等,较之其他智慧忿怒尊更为殊胜。因此,于四部密续中,宣说了不可思议之本尊、咒语及修持方法。其中,在雪域藏地,普遍流传着金刚手之九大功德:金刚手经部疗麻风之功德,蓝衣尊护法之功德,调伏鬼神无所缘之功德,金刚手安乐忿怒调伏龙族之功德,大轮灌顶之功德,金刚手橛续部之功德,乌刍史摩猛咒之功德,凶猛鹏鸟之功德,金刚手火焰降伏部多之功德等。此处依随蓝衣尊为主尊,以手印围绕之坛城中所行持之续部,如坛城海之舟楫,依于大成就者弥扎佐吉之 教规而修持。19)金刚手青色佛塔五尊。于秘密主青色佛塔五尊之坛城中灌顶。此尊虽以蓝衣尊之本性安住,然为表示由诸佛之意所化现,故圆满三十七道品。

Accomplishment is supremely attained. According to the precepts transmitted from the great accomplished Mitra Joki, the practice is performed. 17) Vajrapani Amrita Drop. Empowerment is conferred in the mandala of the five deities of Vajrapani Amrita Drop. This deity is shown wearing blue garments, in a wrathful form, with three faces and six arms. It is specially praised for subduing fierce yakshas, nagas, and malevolent earth lords. Such empowerment is practiced according to the precepts of the great accomplished Mitra. 18) Vajrapani Blue-Clad One, concise form. Here, empowerment is conferred in the mandala of the concise form of Vajrapani. Generally, the minds of all Buddhas, in terms of the essence of non-discriminating wisdom, are the Dharmakaya, free from all extremes of elaboration. However, the one who manifests in the form of a Rupakaya, with face and hands, is this Lord of Secrets. In particular, because the power and strength of all the Buddhas and their heirs are gathered into one, it is especially superior to other wisdom wrathful deities in subduing heretical guides, classes of elementals, and malevolent beings. Therefore, in all four classes of tantras, countless deities, mantras, and methods of practice are taught. Among these, in this land of Tibet, the nine great qualities of Vajrapani are widely known: the quality of Vajrapani Sutra-style healing of leprosy, the quality of the blue-clad one as a protector of the Dharma, the quality of subduing elementals without specific focus, the quality of Vajra Blissful Wrathful subduing nagas, the quality of the great wheel of empowerment, the quality of the Vajra Kilaya lineage, the quality of Ucchusma fierce mantra, the quality of the fierce Garuda, and the quality of Vajra Flame bringing the eight classes under control. Here, following the tantra practiced in the mandala with the blue-clad one as the main deity, surrounded by hand implements, like a ship on the ocean of the mandala, according to the precepts of the great accomplished Mitra Joki, the practice is performed. 19) Vajrapani Blue Stupa with Five Deities. Empowerment is conferred in the mandala of the Lord of Secrets, the Blue Stupa with Five Deities. Although this deity abides in the nature of the blue-clad one, in order to represent the emanation from the minds of all Buddhas, it perfects the thirty-seven factors of enlightenment.
