The land of Oddiyana became empty, turning into a great sea filled with nagas. Then, Vajrapani wrote all the tantras on palm leaves, ripened the nagas and entrusted them to them. The nagas gradually transformed into human form, built villages on the seashore, practiced Vajrayana, and most of them attained accomplishment. The men became heroes, and the women became dakinis. Those without merit moved elsewhere. - The sea dried up, and in its place appeared a place called Heruka Self-Arisen Temple. There, the wisdom dakinis resided, and Vajrapani entrusted the Guhyasamaja and other tantras written in pure gold to those palm leaves. That place is known as the abode of the dakinis. Those who did not attain accomplishment transformed into humans, and the kings there were all endowed with Dharma.
