No need to say more. Abandoning the fundamental center of the practice empowerment, the main emphasis is on explaining the regulations of the tantras. As for the river of complete secret empowerment, it is extensively elaborated with the distinction of whether or not it can be universally bestowed upon all. By acting in this way, it is easy to practice temporarily, and ultimately, neither tradition will be extinguished, and the necessity of developing together is particularly excellent. For example, on top of the Vajra Garland, adding the three mandalas that create the merit of the Collected Actions, thus completing the empowerment of both. Among these, in general, this empowerment of the Sutra Collection is performed by bestowing empowerment upon those with the wisdom of hearing, explaining to those with the wisdom of thinking, and guiding those with the wisdom of meditation, there are three ways. In the Wrathful Vajra Action Sequence, it says: Vows are to be done first, Samadhi is to be increased, Nature is to be brought down, Defects of the senses are to be removed, Confer authority, Bathe and bless, Wipe with auspicious cloth, Offerings of outer, inner, and secret are presented, Blessings of truth, stable abiding, Patrons circumambulate and prostrate, Aspirations are made. Thus, the rite of consecration has nine meanings, or with the seventh verse and the eighth verse, it also shows eight meanings. If summarized, it is the three: common preliminary, actual, and subsequent. The first also has seven: First is arrangement, second is self-generation, third is vase recitation, fourth is increasing fire offering, fifth is clearing obstacles of the support, sixth is purifying defilements, seventh is offering to the deities and making requests. The second, the main part, also has seven: First is generating vows, second is inviting and merging the wisdom being, third is removing the faults of the senses, fourth is purifying the faults of objects, fifth is empowering and enthroning with the ornaments of great qualities, sixth is making offerings to please and conferring authority, seventh is blessing with truth and requesting stable abiding. The third, the subsequent: Making aspirations and having patrons circumambulate and prostrate. In the "Lamp Illuminating the General Meaning of Sutra Empowerment" by Minling Khenchen Dharma Shri, it says: The master abiding in thought with the Samadhi of empowerment is most important, and its companions, mantras and mudras, are also definitely important. If empowerment is given without Samadhi, then the tantric

Because (the Buddha) has never said so, And mantra mudras are also indispensable conditions. If offerings are not available, there is also an opportunity to give. Because it is said (in the scriptures) that for both the teacher and the disciple who are practitioners of renunciation, empowerment can be given from pottery and various utensils to the extent of completely abandoning everything. As it is said in the Condensed Kalachakra Tantra: "The manifest empowerment without offerings, the Lord of the Conquerors, by command, bestows it upon the one who has renounced everything." The master Abhayakaragupta also said: "Even if one possesses wealth, especially for those with firm faith, without relying on the image mandala among the offerings, one can give the maturing empowerment in the mandala of samadhi alone." Then, what need is there to say about other situations! Also, if the lama has the realization of samadhi, but the disciple cannot grasp the object of focus as it is, then how can empowerment be obtained? If the disciple has faith and aspiration in his mind, even if he is not good at grasping the object of focus, he must obtain empowerment through the blessing of the lama. For example, even if the support itself does not grasp the object of focus, blessings will surely be infused through the mantra practitioner performing the consecration ritual properly. As it is said in the Distinction of the Three Vows: "Consecrating a deity, Giving empowerment to a person, etc." Because these two are said to have the same meaning. To this, someone might think: Empowerment is the act of placing the dharma of realization in the disciple's continuum, so not only is it necessary to rely on the power of others, but is it not also necessary to rely on one's own power to grasp the object of focus? Even if the dharma of realization is placed in the continuum, it is not necessarily so. For example, even if the king's son does not have his own ability and wisdom, the father king puts a crown on him and puts him on the throne, so he obtains the ability to rule the subjects. Similarly, like the royal lineage, the disciple who possesses the corresponding conditions is brought into the mandala and empowered by the capable lama, so he must be able to obtain the ability to rule his own dharma of realization. Moreover, depending on the circumstances of ripening, it is not necessary to give according to the order of empowerment, and it is not contradictory to receive the empowerment that one believes in from the beginning and then practice the path that corresponds to it.
