I have not written here for fear of many letters. The generation stage is: For those intermediate disciples who do not have the fortune of profound and vast Dharma and whose minds are not yet mature, in order to gradually lead them onto the right path, it is said for the sake of the accumulation of merit, which is the cause of the path, and for the sake of accomplishing worldly siddhis, but it is not said to be the actual path of purification. As it is said in the Kalachakra Tantra: "Whatever is the object of the gods, manifest and inferential, becomes two kinds. The manifest is that, by yoga, in the sky, like stars, many enjoy the complete body. If it is not manifest, it is inferential, like a dead body, it is not measured by it. That is to be viewed in paintings, etc., for the meaning of meditation by yogis whose minds are not yet mature." And so on, it is widely said. And in the Ornament of Clear Realization in One Hundred Thousand Lines: "By worldly truth, for the sake of accomplishing worldly siddhis, mantra recitation, rituals, and the practice of conceptualization are all well explained." And in the Hevajra Root Tantra in Fifty Thousand Lines it is also said: "The palace of the mandala wheel, and how the deities arise, the invocation of wisdom and empowerment, likewise the wheel, the channels, and, the semen and winds are explained, for the sake of guiding children, taught by the protector of the world. It is not the ultimate meaning, seek it elsewhere. The principles of the mandala and the deities, the invocation of wisdom and empowerment, who sees semen as wind, Hevajra does not understand that." And: "For those who speak of wisdom, only wisdom accomplishes everything, there is no recitation, no rosary, no fire offering, mantras, or offerings. 因此,我所说的一切,是关于深奥而广大的佛法,是针对没有福分的人。又说:没有念珠,没有言语,念诵真言、供养和火供,以及其他仪轨都不能使之满足,因为这会使他从殊胜的法中退失。同样,宫殿和天尊等观想是正直的意义。等等,广为宣说。在吉祥时轮金刚续之王中也说:因此,国王应将自己的清净无垢之心,作为坛城的主尊。在注释中说:圣观自在面前说,这里所说的观想的修法是错误的,也就是金刚持的所有修法。因此,国王自己清净无垢的心,也就是没有观想的心,应作为坛城的主尊。又说,圆满次第是不分别俱生智,也就是完全脱离了对容貌、手、颜色和形状的执着。又说,薄伽梵以其真如智,依于世俗谛,随顺众生的心意,为那些智慧低下、精进不足、不能完全领悟胜义谛、对深广智慧心生恐惧、喜欢修持寂止等事业、贪恋感官享受、热衷于修持宝剑、药丸、眼药、精华、长生药和世间成就的人,宣说了依赖缘起的智慧,依赖缘起的根的有限的、短暂的利益。正因为这短暂利益的缘故,如来所说并非基于胜义谛。又说,为了成就世间成就,薄伽梵宣说了以坛城来观修轮。因此,从坛城轮的本尊显现中,可以成就宝剑等成就,但修行者却不能成就一切智智。

Therefore, whatever I have said pertains to the profound and vast Dharma, and is directed towards those who lack merit. It also says: Without rosary and without speech, the recitation of mantras, offerings, and fire sacrifices, and other rituals cannot satisfy him, because this will cause him to degenerate from the supreme Dharma. Similarly, contemplating the palace and deities, etc., is the meaning of uprightness. And so on, it is extensively taught. In the glorious King of the Kalachakra Tantra, it is also said: Therefore, the king should regard his own mind, which is pure and free from defilements, as the principal deity of the mandala. In the commentary, it says: Before the Holy Avalokiteshvara, it is said that the practice of contemplation mentioned here is mistaken, that is, all the practices of Vajradhara. Therefore, the king's own mind, which is pure and free from defilements, that is, without contemplation, should be regarded as the principal deity of the mandala. It also says that the perfection stage is the non-conceptual co-emergent wisdom, that is, completely free from the attachment to appearance, hands, color, and form. It also says that the Bhagavan, with his knowledge of suchness, relying on the conventional truth, according to the minds of sentient beings, for those who are of low intelligence, lacking diligence, unable to fully realize the ultimate truth, whose minds are frightened by profound and vast wisdom, who are fond of practicing peaceful activities, who are attached to enjoying sense objects, and who are enthusiastic about practicing swords, pills, eye medicine, essences, elixirs, and worldly accomplishments, has taught the wisdom of dependent origination, the limited and short-lived benefits of the field of activity of the roots of dependent origination. Precisely because of these short-lived benefits, the words of the Tathagata are not based on the ultimate truth. It also says that for the purpose of accomplishing worldly achievements, the Bhagavan taught the contemplation of the wheel with the mandala. Therefore, from the manifestation of the deity of the mandala wheel, achievements such as swords can be accomplished, but the practitioner cannot achieve omniscience.
