This is said to be the nature of the existence of all dharmas, doing nothing at all. This is what is being taught. Because this very existence of dharma is understood, those called Tathāgatas appear in the world. This very thing is their complete realization, and this very thing is the term called the wheel of dharma. The Madhyamikas say. Then, on three and a half lines, it says: Uttering a rumbling, thunderous sound. This means praising with wonderful, sweet, pleasing, and agreeable words. This is the meaning. The commentary on the Hundred Thousand Verses says. Then, on two and a half lines, it says: I saw the second turning of the wheel. This means that when the Blessed One first attained complete enlightenment, he expounded the four noble truths three times in Vārāṇasī (ancient Indian place name), turning the wheel of dharma in twelve aspects. Also, on Vulture Peak Mountain in Rājagṛha (ancient Indian place name), I extensively taught the profound Prajñāpāramitā, and I saw the second turning of the wheel of dharma. This is the meaning. The commentary on the Hundred Thousand Verses says. Then, on one line, it says: It is not even turned once. This is said because, in ultimate truth, all dharmas are beyond number. The Madhyamikas say. It is not proximity. This is to eliminate the understanding or conceptualization of the turning of the wheel of dharma. The Madhyamikas say. From the treatise on the Prajñāpāramitā instructions, called the Ornament of Clear Realization, the section on the basis of knowledge, the third. It is called that if there are all defilements, then it will become pure and completely pure, for what reason is the nature of all dharmas completely pure, therefore there are no all defilements, and there is no sudden purification.
