The metaphor is: Just like this vast land, without the thought or effort of "I should make these grow," relying on the land, plants, forests, flowers, etc. that did not exist before will grow anew, and those that existed before will have firm roots, and everything will become more and more lush, thus becoming the sustenance of beings. The meaning of this passage is: Similarly, the perfect Buddha, like the great earth, even without the thought or effort of "I should do these things," can cause all the roots of virtue of the two accumulations of countless beings to be tamed to grow, become stable, and expand, thus becoming the sustenance of all beings. The meaning of this passage is: Stating the necessity, thereby summarizing the main points, divided into two points: the distinction between necessity and ultimate necessity, and a special exposition of the way of symbolizing with metaphors.
