Those Mahayana practitioners who seek the Buddha as the ultimate refuge, and among the three actions, those who regard the Buddha as the foremost of the two-legged beings and are inclined to emulate him, therefore, among the three refuges, the Buddha is regarded as the first refuge. Because his teachings, the sacred Dharma, can reveal virtues, and seeing its virtues, therefore, among the three vehicles, those of the Pratyekabuddha vehicle, who wish to realize and attain the profound Dharma of dependent origination themselves, and among the three actions, those who regard the Dharma as the foremost of detachment and are inclined to emulate it, therefore, among the three refuges, the Dharma is regarded as the second refuge. Disciples who have entered the teachings, the Sangha, because they can reveal virtues, and seeing its virtues, therefore, among the three vehicles, those of the Shravaka vehicle, who follow the teachings of others and wish to attain that fruit, and among the three actions, those who regard the Sangha as the foremost of the assembly and are inclined to emulate it, therefore, among the three refuges, the Sangha is regarded as the third refuge. In short, with three meanings, the three refuges are established for the sake of six types of individuals, and this is taught to guide beings gradually onto the path. The latter two are not ultimate refuges: Briefly, the Dharma and Sangha are not ultimate refuges, as it is taught. Among them, the Dharma of scripture, which is composed of collections of names, sentences, and letters, although it is only a basis for roughly understanding its meaning, should be abandoned like a boat crossing a river at the time of directly realizing the path. There are also two types of realized Dharma. The Dharma of the path by which one realizes is of the nature of conditioned phenomena, impermanent, untrue, and false like the illusion of clouds, being a deceptive Dharma. The Dharma of cessation that one realizes through it, although ultimately it is the Buddha himself, is only the cessation of afflictions and suffering, like extinguishing a lamp in the manner of the Shravakas. The Sangha, the Arhats who have exhausted samsara, also towards conditioned phenomena

Like an executioner brandishing a sword, it is terrifying, therefore seek to escape from it, and bodhisattvas also engage in activities such as learning, because they have not reached the supreme state of fearlessness, therefore, all take refuge in the Buddha with fear, thus, the two types of Dharma, scriptural and realized, and the Sangha, the assembly of noble ones other than the Buddha, are only temporary refuges, and even at the time of ultimate attainment, they are not the ultimate supreme refuge. Thus it is said. Establishing the ultimate refuge is: For the sake of the supreme meaning, that which protects from the suffering of limitless beings and becomes the supreme refuge of fearlessness and permanence is none other than the perfect Buddha. However, the reason why the Dharma and Sangha are said to be temporary refuges is that they are ultimately the Buddha himself. As previously explained, the Thubpa (Sage), who is thoroughly distinguished by beginninglessness and endlessness, etc., is because he possesses the characteristics of the two truths of complete purification, is free from desire, and has attained the ultimate Dharmakaya. The Sangha of the three vehicles is also distinguished by abandonment and realization, and their ultimate destination is also the manifestation of the Dharmakaya of the Buddha. Thus it is said. Explaining with definitive words: Since the word "ratna" (藏文,梵文天城体ratna,梵文罗马拟音ratna,汉语字面意思:宝) can refer to both "precious" and "jewel," here too, the six common characteristics are used to show that the Three Jewels are similar to jewels. That is, just as jewels are rare in the world, similarly, the Three Jewels are also rare because those who have not accumulated the merit of the two accumulations for many eons cannot even obtain a mere encounter, therefore they are rare. Just as jewels are pure and without impurities, similarly, the Three Jewels are also completely without the defilement of faults. Just as jewels have the power to eliminate decline and bestow wealth, similarly, the Three Jewels also possess the power of inconceivable qualities such as clairvoyance. Just as jewels become the adornment of the world, similarly, the Three Jewels also
