All scattered judgments were no longer treated as individual laws; instead, unified legal provisions were established. Simultaneously, Daktsen Dongdzik, the seventh of the wise ministers, decreed that each household must raise a horse, a dzo (a hybrid of a yak and a cow), a cow, and a bull, and that they must start storing fodder for these animals from the summer for the winter. This marked the beginning of the custom of storing grass. These were the seven wise ministers. (Volume 1, page 223) Among all the kings, the one who caused the sun of the Buddha's teachings to rise in this snowy land of Tibet was the emanation of Arya Manjushri, the Dharma King Trisong Detsen. From the remaining clay, they built a stupa, but it could not hold its shape, and when they tied it with ropes, it collapsed. Everyone burst into laughter, so the stupa was called "The Collapsed Stupa Bound by Ropes," and it was predicted that the King would have a long life. Then, in the Water Horse year called "Natsok" (estimated to be 742 AD), in the middle spring month, on the auspicious day of the Gyal star, he was born. At that time, another queen of the King, Nanamza Shiting, also claimed to be pregnant with the King's child, wanting to seize the son of Kongjo and pretend that he was her own. In the midst of the assembled ministers and subjects, the king handed a golden bowl filled with rice wine to the prince. The bowl, made of gold, was filled with wine. He said, "Son, hand it to your uncle and trust your mother." The prince handed the precious bowl to the Han people, saying, "I am Trisong Detsen Gyatsa, and I do not need Nanam Zhang." Upon hearing this, Kongjo was overjoyed and said, "Due to the karma of previous lives, I, a woman from Han, have given birth to a son of an unparalleled king." After the prince said these words, he restored the geomantic surveys that had been abolished earlier. Then, when the prince was five years old, his mother passed away. When the prince was young, Sangshi was sent to Han to retrieve some temples. On the way, a diviner from Han said, "In three months, an envoy of the Tibetan Emperor will come from the west, with such and such features." So he drew a portrait and presented it to the king, and the Han king was very pleased. At that time, the prince's father, the Emperor of Tibet, passed away at the age of sixty-three. On the way back to Tibet, Sangshi asked a clairvoyant Heshang about the well-being of Tibet. The Heshang said, "The Emperor has passed away, and the prince is not yet of age. The evil ministers have enacted juvenile laws and suppressed the Dharma." (Upper Volume, p. 225) He foretold these things. He brought a Heshang to Tibet, but because the prince was not of age, the ministers, including Ma Zhang Trompa Kye, who disliked him, enacted juvenile laws and destroyed the Dharma. They said that the king's short life and misfortune were caused by the Dharma, and that if one practiced the Dharma, they would be exiled to the border. So they enacted laws prohibiting the practice of Dharma and destroyed Kharag and Drakmar Drinzang monasteries. They tried to transport the Shakyamuni statue to Han, but they could not lift it, so they buried it underground. They turned Trulnang into a slaughterhouse. At that time, Nanam Tritok Je Tang Lha Bhar died of a stroke. Lokro Kyesang's head dried up and he died. Diviners and most people said it was because it was buried under Lhasa, so they transported the Jowo statue to Kyirong (present-day Kyirong County, Tibet). When Sangshi arrived there, he hid the Han scriptures in the rocks of Chimphu. Galsang requested the king to go to southern Nepal for the sake of the Dharma and to serve as the Khanpo of Mangyul.
