Power. The virtuous one offered cool water and said, "Welcome, Venerable Gautama! Please sit on the prepared seat." The Teacher sat on the seat and gave many discourses to make the five monks happy and joyful. The five monks said, "The power of Venerable Gautama is evident. If the skin is completely pure, can you show us a little of the distinction of seeing wisdom?" The Teacher said, "Monks, do not call the Tathagata 'Venerable.' If you do, it will cause you harm, be unhelpful, and be uncomfortable for a long time. Monks, I have attained the nectar. I have manifested the path to immortality. I am the Buddha, the all-knowing, the all-seeing, the cooled one, the one who has exhausted defilements, the one who has power over all dharmas. Monks, I will teach you the Dharma, come here! Listen! Strive diligently!" and so on. (Upper Volume, 50) The signs of the heretics disappeared in that instant, and they became like monks who had taken full ordination and were a hundred years old. At that time, they thought, "Where did the Buddhas of the past turn the wheel of Dharma?" In that direction, thousands of thrones made of the seven precious substances appeared. The Teacher, to generate respect for the Buddhas of the past, made prostrations and circumambulations to the first three thrones. When he sat in the lotus position on the fourth throne, fearlessly abiding like a lion, the other thrones immediately disappeared. At that time, the light radiating from the body of the Bhagavan pervaded all the realms of the world. Eighteen great omens appeared, and from that light came the sound of verses: Having generated compassion for the world, the Able One makes light. That is the firm vow, to go to the Deer Park of Varanasi. The unsurpassed wheel of Dharma has passed, exceedingly rare and glorious. The Victorious One has practiced for countless eons, whoever desires to hear this wonderful Dharma. Therefore, quickly and eagerly, come here to hear the Dharma! The sound of these and other verses urged all the Bodhisattvas in the ten directions of the world, as well as countless hosts of gods such as Indra, Brahma, and the guardians of the world, to gather, all for the sake of the Dharma.

I pray with one voice to turn the wheel of Dharma. The earth gods conjured up a Dharma seat measuring seven spans. Brahma offered a golden wheel with a thousand spokes (upper volume, page 51). Thereafter, the Blessed One remained silent during the first part of the night. At noon, he spoke the words that would lead to perfect conduct. In the last part of the night, he said to the five monks: "Monks, these two extremes should not be practiced by those who have gone forth, namely the extreme of indulgence in sensual pleasures and the extreme of exertion and hardship. Therefore, having abandoned these two extremes, the Tathagata teaches the Dharma of the Middle Way. This is the Noble Truth, namely suffering, its origin, its cessation, and the path." The first utterance concerned the nature of the Four Noble Truths. Again, "Monks, suffering must be fully understood, its origin must be abandoned, its cessation must be realized, and the path must be cultivated." The second utterance concerned the function of the Four Noble Truths. Again, "Monks, suffering has been fully understood, its origin has been abandoned, its cessation has been realized, and the path has been cultivated." The third utterance concerned the completion of the Four Noble Truths, repeated twelve times, thus turning the wheel of Dharma. In the second utterance, Kaundinya attained Arhatship, and the other four gained the path of seeing. In the third utterance, the other four also attained Arhatship. One hundred and forty billion gods and eighty-four thousand humans saw the truth. The benefit to sentient beings that the Blessed One accomplished when he first turned the wheel of Dharma could not be comprehended by Shariputra even after a hundred years (upper volume, page 52). Similarly, in accordance with the different thoughts of those to be tamed, he turned the intermediate wheel of Dharma without characteristics and the final wheel of Dharma with excellent distinctions. Regarding whether these were turned sequentially or simultaneously, there are two views. According to the first view, in the "Madhyama Division Seven Hundred," it is said: "The Able One proclaimed the aggregates of Dharma with the voice of Brahma." Thus, on Vulture Peak Mountain, for the common four wheels and the uncommon wheel of attaining the great earth, he proclaimed the intermediate Prajnaparamita Dharma wheel, and the abodes of gods, nagas, and humans were uncertain.
