If (a bhikkhu) gives up (a robe), it is a nissaggiya pacittiya, unless with the permission of the Sangha. If a bhikkhu has robes and needs a timely robe, that bhikkhu should accept that robe. Having accepted it, if it is suitable, he should quickly make it into a robe and keep it. If it is not suitable, and he hopes to use it to supplement other robes, that bhikkhu should keep that robe for up to one month. If he keeps it beyond that, it is a nissaggiya pacittiya. Furthermore, if any bhikkhu has a non-relative bhikkhuni wash, dye, or sew old robes, it is a nissaggiya pacittiya. Furthermore, if any bhikkhu accepts a robe from a non-relative bhikkhuni, unless it is an exchange, it is a nissaggiya pacittiya. Furthermore, if any bhikkhu goes to a non-relative householder or the wife of a householder to ask for robes, unless it is timely, it is a nissaggiya pacittiya. If a bhikkhu's robes are robbed, lost, burned, blown away by the wind, or carried away by water, then he may go to a non-relative householder or the wife of a householder to ask for robes. If a Brahmin or a householder with faith has prepared many robes because of the season and wants to offer them, then that bhikkhu may accept up to the limit of including the upper and lower garments. If he accepts more than that, it is a nissaggiya pacittiya. If a non-relative householder or the wife of a householder has prepaid the price of robes for a bhikkhu, thinking, 'When the bhikkhu named so-and-so comes, I will prepare suitable robes for him in time.' If that bhikkhu was not informed beforehand, but later has some thoughts, and for the sake of getting better things, goes to that non-relative householder or the wife of a householder, saying, 'Please buy such-and-such robes for me with the price of the robes you prepaid for me, and prepare suitable robes for me in time.'

Then (the donors) each bought this or that kind of cloth, thinking, 'When the monk named so-and-so comes, we two will each offer him a suitable robe.' If at that time, without informing the monk, some thoughts arise, and in order to pursue good results, (the monk) goes to the householder and the householder's wife (if they are not relatives) and says this: 'Venerable ones, for my sake, the cloth money that you have each accumulated, please use that money to buy this or that kind of cloth, and then you two together should promptly sew a suitable robe for me.' If the robe is made, it is an offense entailing forfeiture. If a king, a great minister, a Brahmin, a householder, a town dweller, a villager, a rich person, a merchant, or a captain entrusts cloth money to a messenger, and then the messenger takes the cloth money to that monk, saying to the monk, 'Venerable one, please know that the king, the great minister, the Brahmin, the householder, the town dweller, the villager, the rich person, the merchant, or the captain so-and-so has sent you this cloth money, please accept it out of compassion.' Then the monk should say to the messenger, 'Friend, monks should not accept cloth money, but if we obtain a suitable robe in due time, then we can accept it.' If the messenger says to the monk, 'Venerable one, is there someone who can accept your instructions?' The monk who wants the robe should say to the messenger, 'Friend, this is the one who carries out the monks' instructions, this is the one who can accept the monks' instructions.' Then point out the monastery manager or a lay devotee. Then the messenger should take the cloth money to the one who carries out the instructions, and after going there, say to the one who carries out the instructions, 'Friend, the one who carries out the instructions, please know that you should use this cloth money to buy this or that kind of robe, and when the monk named so-and-so comes, promptly sew a suitable robe for him.' Then the messenger should very carefully instruct the one who carries out the instructions. --------------------------------------------------------------------------------
