自身安住于何律仪,堪能授予律仪具悲心,应知是为良善之导师。如是说。彼即于授予律仪之时,能调伏弟子之心意,且于加行、正行、后行三者之词与义,皆能由心中流出,故精通彼仪轨;自身获得菩萨律仪且未曾亏损,故安住于彼律仪;非如过于年老或身患疾病者,故堪能以身语行授予律仪;不贪图财物,而欲以大悲心施予律仪。具足此四种特征者,应知是为堪能接受律仪之良善导师。如是说。霞惹瓦之言:导师需具足四种特征,第一,祈请;其次,若堪能则给予供品等之恩赐;再次,广为宣说菩萨律仪之利益;亦宣说轻重诸学处;其后,令礼敬供养十方三世之佛陀与安住于大地之菩萨众,并令修习彼等之功德后,显现如来之身像,善加供养后,复令祈请,令修习欢喜,询问有无障碍。其后,宣说学处后,祈请十方诸佛知晓,乃至不向不信者宣说,于一切时中,能调伏弟子之心意,于一切仪轨无需他人协助之精通者,自身获得菩萨律仪且未曾亏损,故安住于律仪。戒律品中云:纵为精通者,然若不信奉大乘之因果,且安住于六度之相违品,以及以邪慧诽谤菩萨藏及其母者,皆不应摄受。此乃彼义。我等如今所行之律仪授予,似乎皆仅为彼等。格西寺院者,无论请求何事皆如是应允。于某地,亦多有讲述名为「乔尊」之人之修行方法。开光与愿入之律仪授予。

Whoever abides in vows, is patient in bestowing vows, and possesses compassion, should be known as a good teacher. It is said that at the time of bestowing vows, the teacher should be able to train the disciple's mind, and all the words and meanings of the three stages of preparation, main practice, and subsequent practice should come from the heart, so they are skilled in the ritual. They should have received and not broken the vows of a Bodhisattva, so they abide in those vows. They should not be too old or have a disease, so they are able to physically bestow the vows. They should not look to material gain, but desire to give the vows with great compassion. If they possess these four characteristics, they should be known as a good teacher for receiving vows. It is said. Sharawo said: A teacher should possess four characteristics: First, they make requests. Then, if they are able, they give offerings and other gifts. Then, they extensively explain the benefits of the Bodhisattva vows. They also speak of the heavy and light precepts. Then, they have the disciples prostrate and make offerings to the Buddhas of the ten directions and three times and the Bodhisattvas who dwell on the great earth, and have them meditate on their qualities. Then, they manifest the form of the Tathagata, make offerings well, and then have them make requests again, have them cultivate joy, and ask about obstacles. Then, after reciting the precepts, they pray that the Buddhas of the ten directions will know, and until they do not proclaim to those who do not have faith, at all times, they are able to train the disciple's mind, and are skilled in all rituals without needing the help of others. They have received and not broken the vows of a Bodhisattva, so they abide in the vows. The chapter on ethics says: Even if they are skilled, if they do not have faith in the cause and effect of the Great Vehicle, and abide in the opposite of the six perfections, and slander the Bodhisattva's teachings and their mothers with perverse wisdom, they should not be accepted. This is the meaning. It seems that all of our current bestowals of vows are only for these. The Geshe monastery seems to grant whatever is requested. In some places, many methods of practice are also taught for someone called "Jowo Tsun." The empowerment of consecration and aspiration.

It is not that the physical basis is weakened by old age and sickness, but that one is still able to prostrate and bow when praying to the Buddhas of the ten directions, so it is said that one is able to bestow vows. Because one does not even look at a little bit of material possessions, one is said to be compassionate. Moreover, compassion is not only for that one disciple, but extends to all sentient beings, so one must have the thought that this person, having received the vows, will become the protector and refuge of all sentient beings. According to the teacher's tradition, the seven-branch offering is performed in detail beforehand. According to the tradition of the noble ones, both aspiration and entry are preceded only by prostrations and offerings. These are the rituals for when an object of refuge is present. For the presence of an object, even if someone says, "I will bestow the vows," do not say it. It is like saying, "I entrusted the goods but did not send someone to transport them, I teach the Dharma but no one listens." Do not say that one is forcing someone to receive the vows without any way to deceive the other person. It is necessary to have someone with the proper qualities, he said. Second, for the ritual of taking vows from the Buddhas of the ten directions through faith when there is actually no object of refuge present. There are three parts: the necessity of explaining it, the source of the explanation, and the actual ritual of how to explain it. The first part is: If one makes such efforts but does not find a teacher, then the correct ritual for receiving vows from another teacher will be explained. It is said in this way. As for the individual who is the basis, who has reached the level of intelligence to take the Entering Path (Bodhisattvacaryāvatāra), if one takes it from a teacher who is actually present, just as it was said before, in the manner of searching for the way to the north, if there is one in India, I will go there. Similarly, if the teacher from whom one is to receive the Entering Path (Bodhisattvacaryāvatāra) is in India or China, or anywhere in Jambudvipa that one can travel to, even if going there is difficult and arduous, one should make the effort to go. However, if there is no teacher at all with the four qualities mentioned above, or even if there is, going there would entail the fault of endangering one's life or celibacy.
