Because one must cultivate insight, one must make the practitioner cultivate extreme fear of the continuation of samsara. Without this, the previous practices will not be of any benefit. It is like building a castle on ice, which looks stable in winter, but collapses once it melts. Similarly, without this foundation, other Dharmas, when the conditions have not matured, make one think that they are very good. But as soon as a little condition arises, one abandons them. Similarly, through meditation, one develops a mind that seeks refuge from poverty and fear. Just as one's own castle is strong but surrounded by an army, one does not develop a mind that seeks refuge when there is no fear. Once such a mind arises, one must make the practitioner meditate on the great qualities of the refuge, the Buddha, Dharma, and Sangha, because as a refuge, one must abandon all faults and perfect all qualities. Moreover, this is not absent in one's own nature. In particular, in the "Praise of the Noble One," it says, "I have abandoned other teachers and have gone for refuge to you, because you have no faults and are perfect in qualities." As it is said, therefore, by having faith in this and going for refuge, abandoning all discriminations such as ordinary names and lineages, and merely generating the thought "I am a Buddhist," when the vow of refuge arises, one must receive the vows and learn the precepts, and then one becomes a Buddhist. Jowo himself would not accept sectarian bias even in jest. Geshe Tonpa also said that one should not have sectarian attachments. Having thus become a Buddhist, the refuge protects through the Dharma, so one must meditate on the Dharma of cause and effect. Having gained certainty in this, "Desire and hatred, fear, and ignorance, whichever does not transgress the Dharma." In this way, when the thought arises that none of the four inversions will transgress the Dharma, it is the time to generate the lay vows, so one must bestow them. As an example of not transgressing the Dharma with desire, if one were to give up obtaining a kingdom or half a kingdom in order to protect a tiny sin, one would not be able to obtain it if one did not give it up, but one would not kill for this. If one has genuine faith in karma and its effects, it will certainly be so. Without having taken vows, one kills a tiny animal.
